The Legal Committee of the International Maritime Organization (IMO) met in London on 24–28 March 2025. The meeting discussed measures to prevent illegal operations by vessels belonging to the shadow fleet. The Committee approved a proposal co-sponsored by Finland and many other countries to conduct a Regulatory Scoping Exercise to further develop actions to prevent unlawful operations in the maritime sector.

In line with the Programme of Prime Minister Orpo's Government, Finland's Cyber Security Strategy has been revised to respond to the changed security environment. The objectives of the revised strategy extend to 2035. A strategy implementation plan has been drawn to describe the development measures to achieve the objectives. The plan was approved on 3 December 2024 by the steering group of the project developing an operating model for government security management.

19.5.2025 | A national cyber exercise (“KYHA”) brought together more than 120 central government employees to improve their technical skills and mutual cooperation against cyber attacks. Held at the IT Institute of the JAMK University of Applied Sciences in Jyväskylä on 12–16 May 2025, this cyber exercise, the second one this year, turned out to be a great success.

10.2.2025 | Municipalities and operators involved in Finland's critical infrastructure took part in the first national cyber exercise of the year at Jamk University of Applied Sciences between 3 and 7 February 2025. The exercise brought together cybersecurity, management and communications professionals especially from the north of Finland and Northern Ostrobothnia.

7.10.2024 | A government-level cyber coordination group led by National Cyber Security Director Rauli Paananen has praised the cyber expertise of Finnish security authorities after taking part in the KYHA national cyber security exercise in September.

29.4.2024 | Minister of Transport and Communications Lulu Ranne will visit Narvik, Norway, from 29 to 30 April 2024. Together with the Norwegian and Swedish transport ministers, she will observe NATO’s Immediate Response 2024 defence exercise, which will practise military mobility and reception of military support.

8.3.2024 | Minister of Transport and Communications Lulu Ranne will visit the Nordic Response 24 defence exercise in Lapland on 10–11 March 2024. This is the first time that Finland’s Minister of Transport and Communications will be present in an international military exercise. During her visit, Minister Ranne will learn about the activities of the Defence Forces and the Air Force, Nordic cooperation between the authorities and NATO-Nordic defence cooperation from the infrastructure perspective.

20.8.2025 | The Ministry of Transport and Communications proposes a permanent increase of EUR 4.7 million from 2026 onwards for measures set out in the Cyber Security Strategy. 27.3.2025 | The Government proposes that the President of the Republic approve the amendment to the Act on Transport Services and that it would enter into force on 14 April 2025. The President of the Republic is expected to approve the Act on Friday, 4 April 2025. Individual amendments were made to the Act due to EU regulation, for example.

27.6.2025 | On 27 June 2025, the President of the Republic approved amendments to the Act on the Finnish Broadcasting Company Yle. The amendments will implement the legislative changes outlined by the parliamentary working group on Yle. They also incorporate the criteria and procedures for the appointment and dismissal of the management of public service media providers required by the European Media Freedom Act (EMFA). The legislative amendments will enter into force on 8 August 2025.

11.8.2025 | The Ministry of Transport and Communications proposes that EUR 3.78 billion be allocated to its administrative branch for 2026. This is about EUR 60 million less than in the 2025 Budget.

4.3.2025 | Minister of Transport and Communications Lulu Ranne will represent Finland at the informal meeting of EU telecommunications ministers in Warsaw on 4 and 5 March 2025. The meeting was convened by the Polish Presidency of the Council of the European Union.

4.6.2025 | The EU Transport and Telecommunications Council will convene in Luxembourg from 5 to 6 June 2025. Minister of Transport and Communications Lulu Ranne will represent Finland at the meeting.

16.4.2025 | On 16 April 2025, the Government submitted a proposal to Parliament to amend the Act on the Finnish Broadcasting Company (Yle). The proposed amendments will implement the legislative changes outlined by the parliamentary working group on Yle. The proposal also incorporates the criteria and procedures for the appointment and dismissal of managers of public service media required by the European Media Freedom Act (EMFA).

24.10.2024 | On 24 October 2024, the Government submitted to Parliament a proposal to amend the data provisions of the Act on Transport Services. The proposal concerns individual amendments that are needed, for example, due to EU regulation.
