Amendments to data provisions of Transport Services Act

The Government proposes that the President of the Republic approve the amendment to the Act on Transport Services and that it would enter into force on 14 April 2025. The President of the Republic is expected to approve the Act on Friday, 4 April 2025. Individual amendments were made to the Act due to EU regulation, for example.

The amendments concerning data regulation were put forward to achieve the objectives of the Programme of Prime Minister Petteri Orpo’s Government to enhance the functioning of the transport services market and to promote the digitalisation and automation of transport and logistics. The legislative amendment introduces national regulation specifying EU regulations.

New official duties of Traficom and Finnish Transport Infrastructure Agency

The amendments supplement and specify the EU Regulation on the deployment of alternative fuels infrastructure (AFIR), and the EU Regulation on electronic freight transport information (eFTI). The Government proposal lays down provisions on the organisation of the national information exchange systems required by the Regulations.

The Finnish Transport and Communications Agency Traficom will be established as the Identification Registration Organisation under the AFIR. The Finnish Transport Infrastructure Agency will be responsible for the national access point that makes available data on recharging and refuelling infrastructure in general use.

With regard to the eFTI, Traficom will act as the national contact point for the exchange of electronic freight transport information.

Traffic Management Company Fintraffic Ltd will provide the information services related to national contact points.

The proposal also includes technical amendments to the provisions on the interoperability of ticket and payment systems, on disclosure of information from the transport register and on Traficom’s option to publish on its website contact information of persons exercising public authority related to their activities. In this context, persons exercising public authority would mainly refer to doctors and psychologists related to different modes of transport, or examiners and approvers of competence demonstrations of professional qualifications.

What’s next?

The Government proposed on 27 March 2025 that the amendment to the Act be adopted. The Act is expected to enter into force on 14 April 2025.
