The Ministry of Transport and Communications has appointed a high-level interministerial working group, called the Digital Panel, to identify opportunities provided by the digital transformation, the data economy and new technologies. The Digital Panel will offer inputs to provide direction for Finland’s digital development.

The Government submitted a legislative proposal for the national implementation of the European Union’s new Cyber Resilience Act (CRA) to Parliament on 27 November 2025.

On 28 May 2026, the Government proposed the approval of the national provisions supplementing the European Union’s Cyber Resilience Act (CRA). The legislation will enter into force on 1 June 2026, with transitional periods aligned with those of the CRA during 2026–2027. The aim of the CRA is to improve the cybersecurity of products.

The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) met in London from 27 April to 1 May 2026. As expected, the Committee’s 84th session again allowed more time for negotiations on measures to reduce greenhouse gas emissions from ships. 

31.10.2025 | The Government and the municipal shareholders of West Railway Ltd (Turku, Espoo, Salo, Lohja, Vihti and Kirkkonummi) have agreed to initiate construction of the project if a negotiated settlement is formally approved by their respective decision-making bodies.

27.3.2025 | The Government proposes that the President of the Republic approve the bill for cybersecurity act and set its date of entry into force on 8 April 2025. The President of the Republic is to approve the bill on Friday 4 April 2025.

13.5.2025 | Transport ministers of Finland, Iceland, Norway, Sweden and Denmark will meet on 13–14 May 2025 in Helsinki. They will issue a joint statement on military mobility and security of supply.

22.1.2025 | The Ministry of Transport and Communications requests comments on a draft government proposal that would amend the regulation concerning rail transport. The legislative amendments would enhance the safety and security of urban rail transport and give an extension of time to the forest and chemicals industries for procuring rolling stock that meets the EU requirements. The deadline for submitting comments is 5 March 2025. 

6.3.2025 | The Government submitted a legislative proposal relating to micromobility to Parliament on 6 March 2025. The aim of the proposal is to improve the safety of electric scooters and other micromobility vehicles.

18.11.2024 | The Council of the International Maritime Organisation, IMO, will meet for its 133rd session in London from 18 to 22 November. Permanent Secretary Minna Kivimäki will attend the meeting on 18–20 November 2024.

18.10.2024 | On 18 October 2024, Minister of Transport, Communications and the Interior Lulu Ranne signed a decision to alter the composition of Arctia Ltd’s board of directors. A new special assignment for Arctia will also be incorporated into the company’s articles of association.

23.5.2024 | On 23 May 2024, the Government submitted to Parliament a proposal concerning the national implementation of the EU Directive on measures for a high common level of cybersecurity across the Union (NIS 2). The aim of the Directive is to strengthen cybersecurity in critical sectors at the EU and national level.

In addition, the proposal includes technical amendments to the provisions related to maritime transport. The deadline for submitting comments is 28 September 2022.
