The Ministry of Transport and Communications and the Ministry of Finance have completed a joint outlook review of the current state of transport taxation and financing, and options for reform. The review report is the first part of the Government’s comprehensive reform of transport taxation and financing set out in the Programme of Prime Minister Petteri Orpo’s Government.

The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) will meet in London on 14–17 October 2025. The extraordinary session of the Committee is to decide on historic and globally binding measures to reduce greenhouse gas emissions from shipping.

13.11.2024 | On 13 November 2024, the Ministry of Transport and Communications published the national programme on the distribution infrastructure for alternative fuels. The programme, which was drawn up in broad-based cooperation with stakeholders, facilitates the implementation of EU regulation.

13.11.2025 | The Government proposes that the President of the Republic approve amendments to the Act on Transport Services on 14 November 2025. These legislative amendments give municipalities and joint municipal and other regional authorities the option to arrange passenger rail services in their respective areas. The amended act will also provide for the grounds to be taken into account when making changes to the distribution of regional competence concerning local rail transport.

4.7.2024 | The Government proposes that the President of the Republic approve the new Act on the Distribution of Alternative Fuels for Transport and that the Act enter into force on 15 July 2024.

8.11.2023 | The Ministry of Transport and Communications has launched preparations for a national programme for distribution infrastructure for alternative fuels.  

13.3.2024 | The Ministry of Transport and Communications is inviting comments on the government proposal for a new act on the deployment of alternative fuels infrastructure for transport. The deadline for submitting comments is 10 April 2024.

29.3.2023 | On 29 March 2023, the Ministry of Transport and Communications published a distribution infrastructure programme for new fuels in road transport. The programme extends to 2035.

3.4.2025 | The draft National Transport System Plan, or the draft Transport 12 Plan, and the related environmental report, were circulated for comments from 20 December 2024 to 5 March 2025. A total of 250 comments were received. Overall the update was largely considered appropriate in relation to the changes that have taken place in the operating environment.

28.3.2023 | The EU Member States, the European Parliament and the European Commission have reached a provisional agreement on the so-called AFIR Regulation, which aims to promote the deployment of alternative fuels infrastructure in road, waterborne and air transport. The agreement was reached in trilogue negotiations on 28 March 2023. Finland’s aims to take especially sparsely populated areas with low traffic volumes into account have been included in the agreement reached.

15.7.2024 | On 15 July 2024, the Ministry of Transport and Communications published an assessment report on how the electrification of transport could contribute to the flexibility of the Finnish energy system. In accordance with EU requirements, the report describes the current state of the opportunities which the electrification of transport could offer and proposes measures.

The topics of the discussion were the challenges and opportunities presented to the energy system by the increased use of alternative sources of power in transport.
