25.6.2026 | On 25 June 2026, the Government adopted a national programme on distribution infrastructure for alternative transport fuels. The programme, originally published in 2024, has been updated in line with recommendations from the European Commission. No changes have been made to its core content.

On 13 November 2024, the Ministry of Transport and Communications published the national programme on the distribution infrastructure for alternative fuels. The programme, which was drawn up in broad-based cooperation with stakeholders, facilitates the implementation of EU regulation.

The Ministry of Transport and Communications has launched preparations for a national programme for distribution infrastructure for alternative fuels.  

The Ministry of Transport and Communications requests statements on the draft national programme on alternative transport fuels distribution infrastructure. Comments can be submitted until 8 September 2024.

30.6.2026 | On 30 June 2026, Finland deposited its instrument of accession to the International Convention on Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea (HNS Convention). The Convention strengthens the right of injured parties to compensation for damage caused by the carriage of hazardous and noxious substances by sea and complements the international maritime liability and compensation regime.

27.3.2026 | The Ministry of Transport and Communications and the Ministry of Finance have completed a joint outlook review of the current state of transport taxation and financing, and options for reform. The review report is the first part of the Government’s comprehensive reform of transport taxation and financing set out in the Programme of Prime Minister Petteri Orpo’s Government.

13.11.2025 | The Government proposes that the President of the Republic approve amendments to the Act on Transport Services on 14 November 2025. These legislative amendments give municipalities and joint municipal and other regional authorities the option to arrange passenger rail services in their respective areas. The amended act will also provide for the grounds to be taken into account when making changes to the distribution of regional competence concerning local rail transport.

4.7.2024 | The Government proposes that the President of the Republic approve the new Act on the Distribution of Alternative Fuels for Transport and that the Act enter into force on 15 July 2024.

13.3.2024 | The Ministry of Transport and Communications is inviting comments on the government proposal for a new act on the deployment of alternative fuels infrastructure for transport. The deadline for submitting comments is 10 April 2024.

29.3.2023 | On 29 March 2023, the Ministry of Transport and Communications published a distribution infrastructure programme for new fuels in road transport. The programme extends to 2035.

3.4.2025 | The draft National Transport System Plan, or the draft Transport 12 Plan, and the related environmental report, were circulated for comments from 20 December 2024 to 5 March 2025. A total of 250 comments were received. Overall the update was largely considered appropriate in relation to the changes that have taken place in the operating environment.
