  3. 8.7.2026 | On 17 June 2026, the European Commission published the annual State of the Digital Decade report. According to the report, Finland is a digital frontrunner with strong digital skills, agile enterprises and leadership in artificial intelligence and supercomputing. On 7 July 2026, the Digital Decade Board published its opinion ‘A common orientation for the review of the Digital Decade Policy Programme’. The process to prepare certain sections of the opinion was led by Finland.

  4. 9.7.2026 | On 9 July 2026, the Government submitted a Union communication to Parliament concerning the European Commission’s proposals for a Passenger Package. Finland takes a largely positive view of the proposals included in the package.

  5. 30.6.2026 | On 30 June 2026, Finland deposited its instrument of accession to the International Convention on Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea (HNS Convention). The Convention strengthens the right of injured parties to compensation for damage caused by the carriage of hazardous and noxious substances by sea and complements the international maritime liability and compensation regime.

  6. The EU Transport and Telecommunications Council will convene in Luxembourg on 8-9 June 2026. Finland will be represented by Minister of Transport and Communications Lulu Ranne on the Transport Council, and by State Secretary Marjo Lindgren on the Telecommunications Council.

  7. The European Commission has selected communications projects to receive funding from the Connecting Europe Facility (CEF).   9. The Ministry of Transport and Communications is requesting views on the draft government proposal that would implement the EU's new legislative provisions concerning cross-border cooperation related to traffic offences.   12. A total of approximately EUR 17.6 million in funding from the European Commission’s Connecting Europe Facility (CEF) is being sought for Finnish-led projects. In addition, approximately EUR 8.6 million in funding is being sought for Swedish-led projects that involve Finnish operators. The Ministerial Finance Committee decided in favour of the applications on 25 June 2026.

  14. On 27 June 2024, the Government appointed the Advisory Board for Network Security for a new term of office. The Advisory Board aims to assess and improve national security in communications networks. The Board’s term of office is from 1 July 2024 to 31 December 2027.

  15. A Finnish-led project has applied for EUR 9.55 million in European Commission funding to reinforce subsea cable repair capacity. The project is coordinated by the Finnish National Emergency Supply Agency and involves partners from Finland, Sweden and Estonia.   17. On 9 June 2026, in connection with the EU Transport Council meeting, Finland joined a Joint Declaration of Intent by Member States regarding large-scale cross-border testbeds for autonomous vehicles. The aim is to promote the testing of automated driving systems in the EU.

  18. The Cyber Resilience Act (CRA) was published in the Official Journal of the European Union on 20 November 2024. The CRA sets minimum cyber security requirements for products and software that can be connected to the internet or to other devices. A project preparing national legislation to complement the Act is underway at the Ministry of Transport and Communications.

  19. Finland has been awarded EUR 462,000 in EU funding to advance road safety under a European Commission call launched in late 2025. It will support a network-wide road safety assessment, the collection of road safety performance indicators, and the national implementation of the EU Road Safety Package.
