  1. The Facilitation Committee of the International Maritime Organization (IMO) met in London from 23 to 27 March 2026. The Facilitation Committee (FAL) deals with facilitation, digitalisation and procedures by the authorities related to international maritime traffic.

  2. Finland’s Ministry of Transport and Communications published a Joint Nordic Strategy for Transport System Preparedness on 11 March 2026. The strategy was handed over to the Nordic transport ministers in Rovaniemi where the ministers also issued a joint statement. As part of their meeting, the ministers will also visit the multinational Cold Response 26 military exercise in Lapland on 12 March 2026.

  3. 13.11.2025 | The Government proposes that the President of the Republic approve amendments to the Rail Transport Act and the Act on Transport Services on 14 November 2025. The amendments will enhance the safety and security of urban rail transport and allow more time to procure rolling stock that meets EU requirements for use in the forest and chemicals industries.

  4. 18.12.2025 | The Government adopted the National Transport System Plan for 2026–2037 and submitted it in the form of a report to Parliament on 18 December 2025.

  5. 13.11.2025 | The Government proposes that the President of the Republic approve on 14 November 2025 the act on digital information services for the transport system and amendments to the related acts. The acts will enter into force on 1 January 2026.

  6. 22.9.2025 | The Government submitted to Parliament a legislative proposal concerning digital information services for the transport system on 22 September 2025. The aim is to establish a more uniform basis for a coordinated and interoperable deployment of intelligent transport systems and for using transport-related data.

  7. 29.4.2026 | The Ministry of Transport and Communications invites comments on a draft government proposal concerning the implementation of the Non-Road Mobile Machinery and Euro 7 Regulations. The proposal also introduces amendments to certain national provisions. Comments may be submitted until 10 June 2026.

  8. 23.4.2026 | Prime Minister Petteri Orpo’s Government has agreed on the General Government Fiscal Plan for 2027–2030. The Government has agreed on significant transport investments across Finland.

  9. On 24 August 2023, the Government submitted Union communications to Parliament on the European Commission's proposals for amendments to the so-called maritime transport package.

  10. The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. In addition, the project promotes the use of vehicles powered by alternative fuels with a total mass not exceeding 4,250 kg in goods transport.

  11. 20.12.2024 | The Ministry of Transport and Communications requests comments on the updates to the national 12-year transport system plan Transport 12 and on the environmental report. The deadline for submitting comments is 5 March 2025.

  12. 15.7.2024 | On 15 July 2024, the Ministry of Transport and Communications published an assessment report on how the electrification of transport could contribute to the flexibility of the Finnish energy system. In accordance with EU requirements, the report describes the current state of the opportunities which the electrification of transport could offer and proposes measures.

  13. The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) met in London on 7–11 April 2025. After challenging negotiations, the Committee’s 83rd session reached a provisional agreement on measures to reduce greenhouse gas emissions from ships. The final decisions are to be made in October 2025.

  15. The Ministry of Transport and Communications and the Ministry of Finance have completed a joint outlook review of the current state of transport taxation and financing, and options for reform. The review report is the first part of the Government’s comprehensive reform of transport taxation and financing set out in the Programme of Prime Minister Petteri Orpo’s Government.
