On 5 March 2026, the Government submitted to Parliament a proposal on approving the amendments made to the international Convention on Road Signs and Signals. The amendments would have only minor effects in Finland.

The Ministry of Transport and Communications has launched a legislative project to introduce a comprehensive reform of the Driving Licence Act, as the new Driving Licences Directive and the updated driving disqualifications rules of the EU shall be transposed into national legislation. The Directive calls for amendments to the driving licences regulation throughout the EU.

28.5.2025 | On 28 May 2025, the Finnish Government submitted a Union communication to Parliament regarding the European Commission’s proposal for the so-called Roadworthiness Package. In principle, the Government supports the proposal’s aim to promote road safety and reduce the negative environmental impacts of transport.

12.6.2025 | The Government proposed stricter legislation concerning micromobility on 12 June 2025. The amendments to the Road Traffic Act and the Vehicles Act would enter into force on 17 June 2025 and the amendments to the Act on Transport Services and the Act on the Transfer of Vehicles on 1 August 2025. The aim of the proposal is to improve the safety of electric scooters and other micromobility vehicles.

23.9.2021 | On 23 September 2021, the Government submitted a draft proposal to Parliament to nationally implement the reformed directive on road infrastructure safety management. The goal is to expand the monitoring of road safety to reduce the number of fatalities and serious accidents in road traffic.

13.4.2022 | The Government issued a decree on the enforcement of social legislation on road transport and division of responsibilities between different authorities on 13 April 2022. The decree entered into force on 18 April 2022. The decree harmonises the enforcement of social legislation on road transport with the EU legislation and strengthens the division of responsibilities between different authorities.
