Finland has been awarded EUR 462,000 in EU funding to advance road safety under a European Commission call launched in late 2025. It will support a network-wide road safety assessment, the collection of road safety performance indicators, and the national implementation of the EU Road Safety Package.

10.12.2025 | The Ministry of Transport and Communications has launched a legislative project to introduce a comprehensive reform of the Driving Licence Act, as the new Driving Licences Directive and the updated driving disqualifications rules of the EU shall be transposed into national legislation. The Directive calls for amendments to the driving licences regulation throughout the EU.

27.10.2025 | The Ministry of Transport and Communications is inviting comments on a draft government proposal to amend the Driving Licence Act. The proposal aims to improve road safety for young people. Comments may be submitted until 14 December 2025.

27.3.2026 | The Ministry of Transport and Communications and the Ministry of Finance have completed a joint outlook review of the current state of transport taxation and financing, and options for reform. The review report is the first part of the Government’s comprehensive reform of transport taxation and financing set out in the Programme of Prime Minister Petteri Orpo’s Government.

3.12.2025 | The Ministry of Transport and Communications has launched an update of the Transport Safety Strategy. The strategy is guided by Vision Zero, which aims to eliminate all traffic fatalities in Finland by 2050.

19.2.2026 | The Government submitted a proposal to amend the Driving Licence Act to Parliament on 19 February 2026. The aim of the legislative proposal is to improve traffic safety for young people in particular.

4.6.2025 | The EU Transport and Telecommunications Council will convene in Luxembourg from 5 to 6 June 2025. Minister of Transport and Communications Lulu Ranne will represent Finland at the meeting.

8.4.2025 | Young people’s traffic safety has recently gained widespread attention following the tragic traffic accidents in Nurmijärvi.

28.5.2025 | On 28 May 2025, the Finnish Government submitted a Union communication to Parliament regarding the European Commission’s proposal for the so-called Roadworthiness Package. In principle, the Government supports the proposal’s aim to promote road safety and reduce the negative environmental impacts of transport.

12.6.2025 | The Government proposed stricter legislation concerning micromobility on 12 June 2025. The amendments to the Road Traffic Act and the Vehicles Act would enter into force on 17 June 2025 and the amendments to the Act on Transport Services and the Act on the Transfer of Vehicles on 1 August 2025. The aim of the proposal is to improve the safety of electric scooters and other micromobility vehicles.

The driving licence reform was not found to have a significant impact on the number of injuries sustained by young people aged 15-20.
