  4. The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) met in London on 7–11 April 2025. After challenging negotiations, the Committee’s 83rd session reached a provisional agreement on measures to reduce greenhouse gas emissions from ships. The final decisions are to be made in October 2025.

  6. A Finnish-led project has applied for EUR 9.55 million in European Commission funding to reinforce subsea cable repair capacity. The project is coordinated by the Finnish National Emergency Supply Agency and involves partners from Finland, Sweden and Estonia. The Ministerial Finance Committee decided in favour of the proposal on 16 April 2026.

  7. Finnish operators apply for a total of EUR 13.76 million in funding from the European Commission’s Connecting Europe Facility (CEF) for seven communications projects. In addition, four Swedish projects are partly placed in Finland. The Ministerial Finance Committee decided in favour of the applications on 30 January 2025.

  11. 11.2.2026 | VR-Group Plc and Suomen Ostoliikennekalusto Oy announced today that they have signed an asset purchase agreement concerning the rolling stock used in passenger rail services funded by the government. The rolling stock will be transferred to Suomen Ostoliikennekalusto's ownership from the beginning of March.

  12. 20.11.2025 | On 21 November, the Government submitted to Parliament its proposal to amend the 2026 budget. New transport infrastructure projects will be launched and rail and transport links will be improved throughout Finland.

  13. 13.11.2025 | The Government proposes that the President of the Republic approve on 14 November 2025 the act on digital information services for the transport system and amendments to the related acts. The acts will enter into force on 1 January 2026.

  14. 22.9.2025 | The Government submitted to Parliament a legislative proposal concerning digital information services for the transport system on 22 September 2025. The aim is to establish a more uniform basis for a coordinated and interoperable deployment of intelligent transport systems and for using transport-related data.

  15. 11.8.2025 | The Ministry of Transport and Communications proposes that EUR 3.78 billion be allocated to its administrative branch for 2026. This is about EUR 60 million less than in the 2025 Budget.

  16. 16.12.2025 | At the Energy Council meeting on 15 December 2025, Member States of the European Union adopted a partial general approach on the proposed regulation establishing Connecting Europe Facility for 2028–2034. Finland is in favour of the regulation’s emphasis on military mobility.

  17. 31.10.2025 | The Government and the municipal shareholders of West Railway Ltd (Turku, Espoo, Salo, Lohja, Vihti and Kirkkonummi) have agreed to initiate construction of the project if a negotiated settlement is formally approved by their respective decision-making bodies.

  18. 9.10.2025 | The rolling stock company Suomen Ostoliikennekalusto Oy will be transferred from VR Group to direct state ownership and ownership steering at the Prime Minister’s Office. The transfer of ownership is a significant step in preparing for the competitive tendering of rail transport services.

  19. 16.10.2025 | The Ministry of Transport and Communications is preparing a long-term investment programme, based on the Government Programme, to renew Finland’s icebreaking fleet. In addition, Sanna Ruuskanen, Director of Unit at the Ministry of Transport and Communications, will be appointed as a new member of the Board of Directors of Arctia Ltd, Finland’s state-owned icebreaking company.

  20. 27.6.2025 | On 27 June 2025, the President of the Republic approved temporary amendments to the Act on Transport Services, which will enter into force on 1 July 2025. The purpose is to bring data on publicly supported passenger transport services in Northern Finland into one place.
