7.5.2026 | On 7 May 2026, the Government submitted for approval amendments to the Act on Transport Services, the Driving Licence Act, the Act on the Organisation of Driver Examinations and the Act on the Enforcement of a Fine. 2.5.2024 | Amendments to the EU Regulation on minimum breaks and rest periods were published in the Official Journal of the European Union on 2 May 2024. Specific rules were included in the Regulation to change the driving times and rest periods in the occasional passenger transport sector. In most cases, occasional passenger transport means chartered transport by bus or coach. The sector has special characteristics that the goods transport or regular coach and bus transport sectors do not share.

20.5.2020 | The Ministry of Transport and Communications has invited comments on a proposal for a government decision relating to the derogation regulation of the European Commission adopted due to the COVID-19 epidemic. According to the proposal, Finland would introduce temporary flexibility regarding the validity of driving licences as well as certificates and licences in goods, bus and coach transport, for example.

The proposals are related to special rules for driving and rest periods for occasional passenger transport drivers. In most cases, occasional passenger transport means chartered transport by bus or coach.

1.2.2024 | On 1 February 2024, the Government submitted to Parliament a Union communication on the European Commission's proposal on the implementation of passenger rights in the European Union. The Government largely supports the Commission's proposal.

22.1.2024 | The European Member States, Parliament and the Commission have reached a provisional agreement on a regulation on CO2 emission standards for heavy-duty vehicles (HDVs). The emissions reduction targets for new heavy-duty vehicles will gradually tighten and the scope of application of the regulation will widen. The accord was achieved in tripartite negotiations on 18 January 2024.

4.12.2023 | The transport and telecommunications ministers of the European Union will meet in Brussels on 4–5 December 2023. Minister of Transport and Communications Lulu Ranne will represent Finland at the meeting.

8.12.2017 | The Russian Ministry of Transport has decided to restrict bus and coach traffic on the Saimaa Canal maintenance road from 11 December 2017 to 31 March 2018. The restrictions apply to buses and coaches only, not to passenger cars or freight transport. For now, restrictions are set on traffic flows from Russia via the Nuijamaa border crossing station only. Other border crossing points operate as normal.

30.3.2023 | On 30 March 2023, the Government submitted a Union communication to Parliament concerning the European Commission’s proposal on stricter carbon dioxide emission limits for new heavy-duty vehicles placed on the market. The Government supports the Commission’s proposal on stricter CO2 emission limits for heavy-duty vehicles.

With the health and social services reform, the requirements assigned to municipalities under the current Act will transfer to the wellbeing services counties, which are about to start operating on 1 January 2023. The Government submitted its proposal to Parliament on 10 November 2022.

9.7.2020 | The professional qualification requirements for lorry, bus and coach drivers set out in the Driving Licence Act and the Act on Transport Services have been updated to meet the requirements in EU legislation. The President of the Republic approved the amendments on 9 July 2020, and they entered into force on 13 July 2020.

12.11.2020 | In future, it will be possible to pass the initial qualification requirements for lorry, bus and coach drivers by completing a qualification examination only. Further provisions on the completion of the examination will be laid down in a decree that will enter into force on 16 November 2020. The decree also lays down further provisions on, for example, the organisers and evaluators of the examination as well as on the requirements for simulators to be used in the examination.

16.4.2020 | The Government proposes that the professional qualification requirements for lorry, bus and coach drivers set out in the Driving Licence Act and the Act on Transport Services be updated to meet the requirements in EU regulation. In this context, amendments are also proposed to the Government Decree on Professional Qualifications of Lorry, Bus and Coach Drivers.
