Preliminary study on the structural reform of transport administration

The Ministry of Transport and Communications has appointed a working group to conduct a preliminary study on the structural reform of the official functions of transport and communications. The incentive between this appointment is to make operations more customer-oriented in the new digital operating environment.

The preliminary study concerns the Finnish Transport Agency, the Finnish Transport Safety Agency and the Finnish Communications Regulatory Authority. The Finnish Meteorological Institute is included in the study as far as it is engaged in economic activity.

The goal of the reform is to improve the ability of the administrative branch to respond to the changes in customer needs and operating environment. Another goal is to further improve the productivity and impact of administration through more versatile and effective use of resources, and to develop and strengthen the strategic management of the administrative branch.

The working group must map the necessary operative and organisational changes, make economic analyses, and formulate a wide-ranging assessment on the effects. The assignment also requires that the group proposes an action plan and schedule for the structural reform.

The working group is chaired by Kari Wihlman, Director General at the Finnish Transport Safety Agency. Members of the group are Antti Vehviläinen, Director General at the Finnish Transport Agency, Kirsi Karlamaa, General Director at the Finnish Communications Regulatory Authority, and Juhani Damski, Director General of the Finnish Meteorological Institute. The corporate steering management team of the Ministry of Transport and Communications will be the steering group for the preliminary study. The working group's mandate will end on 28 February 2017.

- Customer needs are being changed by digitalisation and the growing role of services and information, so we must continuously re-examine the role of officials. The preliminary study will be a part of this work. We have been determined in trying to respond to the changes in society by improving the effectiveness of the administrative branch, says Permanent Secretary Harri Pursiainen.

The preliminary study supports the Government's goal of deregulation.
