In line with the Programme of Prime Minister Petteri Orpo's Government, Finland's Cyber Security Strategy has been revised to respond to the changed security environment. The strategy will make cyber security a more integral part of Finland's concept of comprehensive security.

In line with the Programme of Prime Minister Orpo's Government, Finland's Cyber Security Strategy has been revised to respond to the changed security environment. The objectives of the revised strategy extend to 2035. A strategy implementation plan has been drawn to describe the development measures to achieve the objectives. The plan was approved on 3 December 2024 by the steering group of the project developing an operating model for government security management.

The National Cyber Security Office, based at the Ministry of Transport and Communications, and the Finnish Terminology Centre are requesting comments on a draft of an updated Cybersecurity Glossary. The deadline for submitting comments is 20 March 2026. The glossary project is part of an implementation plan of Finland’s Cyber Security Strategy 2024–2035.

The Maritime Safety Committee of the International Maritime Organization (IMO) convenes in London from 18 to 27 June 2025. Permanent Secretary Minna Kivimäki will participate in the meeting in London on 23–25 June to promote Finland’s new term as a member of IMO’s Council.

Finland has been awarded EUR 462,000 in EU funding to advance road safety under a European Commission call launched in late 2025. It will support a network-wide road safety assessment, the collection of road safety performance indicators, and the national implementation of the EU Road Safety Package.

The Ministry of Transport and Communications is inviting comments on a draft government proposal to amend the Driving Licence Act. The proposal aims to improve road safety for young people. Comments may be submitted until 14 December 2025.

28.5.2025 | The European Commission is expected to submit a proposal on the revision of the Cybersecurity Regulation at the end of 2025. The Finnish Ministry of Transport and Communications submitted a report on this matter to Parliament on 26 May 2025.

2.3.2026 | The Ministry of Transport and Communications requests comments on the draft government proposal for revised Ship Safety Control Act. The new act would repeal the current Ship Safety Control Act and introduce national legislation implementing the ship safety control regulation of the European Union’s so-called Maritime Safety Package. Comments may be submitted until 24 April 2026.

26.3.2026 | The Government withdraws its proposal submitted to Parliament on 21 August 2025 for legislation supplementing the EU Gigabit Infrastructure Act. On 26 March 2026, the Government submitted a communication to Parliament on the withdrawal of the proposal.

23.1.2026 | The European Commission presented proposals on 20 and 21 January 2026 for new cybersecurity regulation and the Digital Networks Act (DNA). The cybersecurity package includes a proposal to revise the Cybersecurity Act and to amend the cybersecurity regulation known as the Network and Information Systems Directive (NIS2 Directive).

12.6.2024 | The Ministry of Transport and Communications invites comments on the revised draft of Finland's Cyber Security Strategy. The deadline for submitting opinions is 9 August 2024.

8.3.2024 | On 8 March 2024, the Prime Minister’s Office set up a project to develop an operating model for government security management. As part of the project, a sub-group was established for preparing a revision of the Cyber Security Strategy.

30.11.2023 | On 30 November 2023, the Finnish Government submitted a proposal to Parliament for the amendment of the Rail Transport Act and the Act on Transport Services. The proposed amendment to the Rail Transport Act is the third round of revisions since its entry into force on 1 January 2019. The proposed amendments to the Act on Transport Services concern the regulation of licensing.

15.7.2025 | The Council of the International Maritime Organization (IMO) met for its 134th session in London on 7–11 July 2025. Finland has been a member of the Council during the current term 2024–2025.

27.6.2025 | The President of the Republic approved the legislative amendments on aviation on 27 June 2025. The amendments aim to improve aviation safety and security. The Acts will enter into force on 1 September 2025.

20.8.2025 | The Ministry of Transport and Communications proposes a permanent increase of EUR 4.7 million from 2026 onwards for measures set out in the Cyber Security Strategy.
