7.5.2026 | On 7 May 2026, the Government submitted for approval amendments to the Act on Transport Services, the Driving Licence Act, the Act on the Organisation of Driver Examinations and the Act on the Enforcement of a Fine. The amendments aim to improve the operating conditions for the transport sector. Most of the acts and the amended decree will enter into force on 15 May 2026.

13.5.2026 | The Government proposed on 13 May 2026 that the amendments to the Driving Licence Act be adopted. For the most part, the Act will enter into force on 29 May 2026. The aim of the amendments is to improve traffic safety for young people in particular.

On 23 April 2026, the Government submitted amendments to the Act on Electronic Communication Services for approval. The amendments apply to equipment that interfere with radio communications, so-called jammers. The act is scheduled to enter into force on 1 July 2026.

On 16 April 2026, the Government proposed that the amendments made to the international Convention on Road Signs and Signals be approved. The amendments will have only minor effects in Finland.

27.3.2025 | The Government proposes that the President of the Republic approve the bill for cybersecurity act and set its date of entry into force on 8 April 2025. The President of the Republic is to approve the bill on Friday 4 April 2025.

13.11.2025 | The Government proposes that the President of the Republic approve on 14 November 2025 the act on digital information services for the transport system and amendments to the related acts. The acts will enter into force on 1 January 2026.

13.11.2025 | The Government submitted a bill on cross-border taxi services between Finland and Norway for approval on 13 November 2025.

13.11.2025 | The Government proposes that the President of the Republic approve amendments to the Act on Transport Services on 14 November 2025. These legislative amendments give municipalities and joint municipal and other regional authorities the option to arrange passenger rail services in their respective areas. The amended act will also provide for the grounds to be taken into account when making changes to the distribution of regional competence concerning local rail transport.

13.11.2025 | The Government proposes that the President of the Republic approve amendments to the Rail Transport Act and the Act on Transport Services on 14 November 2025. The amendments will enhance the safety and security of urban rail transport and allow more time to procure rolling stock that meets EU requirements for use in the forest and chemicals industries.

10.4.2025 | On 10 April 2025, the Government submitted a legislative proposal to Parliament on complementing the national implementation of the Directive on the resilience of critical entities (CER) and the Directive on measures for a high common level of cybersecurity across the Union (NIS 2).

11.1.2024 | The Government proposes that the President of the Republic adopt the acts nationally implementing the EU Digital Services Act, which aims to improve the transparency and safety of online intermediary services for users.

18.9.2023 | The Ministry of Transport and Communications requested comments on the government proposal for an act on the monitoring of online intermediary services and for certain other acts. Altogether 36 comments were received.

4.7.2024 | The Government proposes that the President of the Republic approve the new Act on the Distribution of Alternative Fuels for Transport and that the Act enter into force on 15 July 2024.

27.6.2024 | The Government proposes that the President of the Republic approve the amendments to the Act on Fixed-Term Subsidies for Purchasing and Converting Vehicles to Use Alternative Fuels or Propulsion Systems.

The draft bill concerns amendments to the European electronic road toll system, and it does not oblige nor lead to the introduction of road toll systems in Finland.

16.5.2024 | The Government proposes that the President of the Republic approve amendments to the Rail Transport Act and the Act on Transport Services. The amendments to the Rail Transport Act concern the investment-based raise to the basic railway infrastructure charge. The Act on Transport Services is to be amended with regard to licensing regulation.

27.6.2024 | The Government proposes that the President of the Republic approve the amendments to the Act on Electronic Communication Services and that the Act enter into force on 1 July 2024. The must-carry obligation for radio programmes would be removed from the Act, the provision on the revocation of radio licences would be amended and other technical amendments would be made. After a one-year transition period, the must-carry obligation for radio would end on 1 July 2025.
