The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. On 7 May 2026, the Government submitted for approval amendments to the Act on Transport Services, the Driving Licence Act, the Act on the Organisation of Driver Examinations and the Act on the Enforcement of a Fine. The amendments aim to improve the operating conditions for the transport sector. The Ministry of Transport and Communications requested comments on a draft government proposal to amend the taxi regulation. Over 150 responses were submitted between 24 April and 6 June 2025. The Ministry of Transport and Communications and the Ministry of Finance have completed a joint outlook review of the current state of transport taxation and financing, and options for reform. Finland’s Ministry of Transport and Communications published a Joint Nordic Strategy for Transport System Preparedness on 11 March 2026. The strategy was handed over to the Nordic transport ministers in Rovaniemi where the ministers also issued a joint statement.
