  1. 13.11.2025 | The Government proposes that the President of the Republic approve amendments to the Rail Transport Act and the Act on Transport Services on 14 November 2025. The amendments will enhance the safety and security of urban rail transport and allow more time to procure rolling stock that meets EU requirements for use in the forest and chemicals industries.

  2. The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. In addition, the project promotes the use of vehicles powered by alternative fuels with a total mass not exceeding 4,250 kg in goods transport.

  3. On 7 May 2026, the Government submitted for approval amendments to the Act on Transport Services, the Driving Licence Act, the Act on the Organisation of Driver Examinations and the Act on the Enforcement of a Fine. The amendments aim to improve the operating conditions for the transport sector. Most of the acts and the amended decree will enter into force on 15 May 2026.

  4. The Ministry of Transport and Communications requested comments on a draft government proposal to amend the taxi regulation. Over 150 responses were submitted between 24 April and 6 June 2025. The Ministry published a summary of the comments on 11 September 2025.

  5. The Ministry of Transport and Communications and the Ministry of Finance have completed a joint outlook review of the current state of transport taxation and financing, and options for reform. The review report is the first part of the Government’s comprehensive reform of transport taxation and financing set out in the Programme of Prime Minister Petteri Orpo’s Government.

  9. On 26 February 2026, the Government submitted to Parliament a legislative proposal to amend taxi regulation. The changes would be made to the Act on Transport Services and certain other acts.

A round table discussion on port safety and security took place on 11 December 2025 at the invitation of Minister of Transport and Communications Lulu Ranne and Minister of the Interior Mari Rantanen. The meeting focussed on the security situation in Finnish ports and how they might be impacted by changes taking place in the operating environment.

  13. Finland’s Ministry of Transport and Communications published a Joint Nordic Strategy for Transport System Preparedness on 11 March 2026. The strategy was handed over to the Nordic transport ministers in Rovaniemi where the ministers also issued a joint statement. As part of their meeting, the ministers will also visit the multinational Cold Response 26 military exercise in Lapland on 12 March 2026.

  15. 1.12.2025 | The agreement on cross-border taxi services between Finland and Norway will enter into force on 14 December 2025. It will permit taxi transport between the two countries.
