Taxi transport agreement between Finland and Norway submitted to Parliament
The Government submitted to Parliament on 2 October 2025 a legislative proposal on cross-border taxi services between Finland and Norway. In Finland, the proposal implements the agreement on international taxi transport services between the two countries.
On 13 March 2025, Finland’s Minister of Transport and Communications Lulu Ranne and Norway’s Minister of Transport and Communications Jon-Ivar Nygård signed an agreement in Oslo, Norway, on cross-border transport by taxi between Finland and Norway. The agreement will enter into force once both Finland and Norway have taken the necessary national measures. In Finland, this requires amendments to existing legislation.
“It’s great to share good news with taxi operators and residents in Lapland. At the Ministry, we have worked as swiftly as possible to resolve the problems in cross-border taxi services between Finland and Norway, and now we are reaching the finish line. Our plan is to have the agreement enter into force by Christmas. In future, Finnish taxis will be able to cross the border with ease, and our cooperation with Norway will become even closer,” says Minister of Transport and Communications Lulu Ranne.
Agreement permits taxi transport services between Finland and Norway
The agreement between Finland and Norway will enable transport by taxi between the countries. It will clarify the rights and duties of taxi service providers in cross-border transport, facilitate supervision, and strengthen the Finnish-Norwegian cooperation in the transport sector.
A taxi company established in the territory of Finland or Norway may transport passengers from its home state to the other contracting state. The taxi company may also pick up passengers in the other contracting state and take them back to its home state, if the passengers have booked the transport in advance. The agreement also allows transport through the other contracting state to a third state, as long as the taxi does not take new passengers onboard during the journey.
What’s next?
Parliament will begin to process the proposal with a referral debate in a plenary session. The proposal then proceeds to a committee reading. Following the committee report, the debate will continue in a plenary session.
Once both states have completed their national measures, the act will enter into force on a date to be determined separately by government decree.
