  1. 10.7.2026 | The International Maritime Organization IMO convened at its 137th regular session in London on 6–10 July 2026. A particular focus was on the need to protect seafarers and the freedom of merchant shipping. The Council also decided on a number of questions related to the administration and strategic development of the IMO.

  2. 8.7.2026 | On 17 June 2026, the European Commission published the annual State of the Digital Decade report. According to the report, Finland is a digital frontrunner with strong digital skills, agile enterprises and leadership in artificial intelligence and supercomputing. On 7 July 2026, the Digital Decade Board published its opinion ‘A common orientation for the review of the Digital Decade Policy Programme’. The process to prepare certain sections of the opinion was led by Finland.

  6. 25.6.2026 | A total of approximately EUR 17.6 million in funding from the European Commission’s Connecting Europe Facility (CEF) is being sought for Finnish-led projects. In addition, approximately EUR 8.6 million in funding is being sought for Swedish-led projects that involve Finnish operators. The Ministerial Finance Committee decided in favour of the applications on 25 June 2026.

  7. 8.6.2026 | On 9 June 2026, in connection with the EU Transport Council meeting, Finland joined a Joint Declaration of Intent by Member States regarding large-scale cross-border testbeds for autonomous vehicles. The aim is to promote the testing of automated driving systems in the EU.

  8. 4.5.2026 | The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) met in London from 27 April to 1 May 2026. As expected, the Committee’s 84th session again allowed more time for negotiations on measures to reduce greenhouse gas emissions from ships.

  9. 3.4.2025 | The draft National Transport System Plan, or the draft Transport 12 Plan, and the related environmental report, were circulated for comments from 20 December 2024 to 5 March 2025. A total of 250 comments were received. Overall the update was largely considered appropriate in relation to the changes that have taken place in the operating environment.

  10. 21.4.2026 | The Ministry of Transport and Communications requested comments on a draft government proposal for an act on location information for underground network infrastructure. The consultation period ran from 29 January to 12 March 2026. On 21 April 2026, the Ministry published a summary of the 58 comments received.

  11. 28.1.2026 | On 28 January 2026, the Ministry of Transport and Communications published an interim review of the project on security and new economic growth from communication networks, known as the TUUTTI project.   12. 11.3.2026 | Finland’s Ministry of Transport and Communications published a Joint Nordic Strategy for Transport System Preparedness on 11 March 2026. The strategy was handed over to the Nordic transport ministers in Rovaniemi where the ministers also issued a joint statement. As part of their meeting, the ministers will also visit the multinational Cold Response 26 military exercise in Lapland on 12 March 2026.

  13. 4.12.2024 | In line with the Programme of Prime Minister Orpo's Government, Finland's Cyber Security Strategy has been revised to respond to the changed security environment. The objectives of the revised strategy extend to 2035. A strategy implementation plan has been drawn to describe the development measures to achieve the objectives. The plan was approved on 3 December 2024 by the steering group of the project developing an operating model for government security management.

  14. 13.11.2025 | The Government proposes that the President of the Republic approve amendments to the Act on Transport Services on 14 November 2025. These legislative amendments give municipalities and joint municipal and other regional authorities the option to arrange passenger rail services in their respective areas. The amended act will also provide for the grounds to be taken into account when making changes to the distribution of regional competence concerning local rail transport.

  15. 5.11.2025 | The Ministry of Transport and Communications requests comments on the draft spectrum decree and the draft call for applications on network licences for terrestrial television.   17. 27.5.2025 | On 5 March 2025, the European Commission gave two Communications: one on an industrial action plan for the European automotive sector and one on the decarbonisation of corporate fleets. The Ministry of Transport and Communications informed the Parliament of Finland of the Action Plan for the automotive industry on 9 May 2025 and of the Communication on the decarbonisation of corporate fleets on 26 May 2025.

  18. 11.6.2025 | At the seminar held on 11 June 2025, the Finnish Transport Infrastructure Agency presented the main results of a study on extending the standard track gauge commonly used in Europe to northern Finland. According to the study, extending the narrower track gauge to Finland will primarily benefit military mobility.

  19. 27.6.2025 | On 27 June 2025, the President of the Republic approved temporary amendments to the Act on Transport Services, which will enter into force on 1 July 2025. The purpose is to bring data on publicly supported passenger transport services in Northern Finland into one place.
