  1. In line with the Programme of Prime Minister Orpo's Government, Finland's Cyber Security Strategy has been revised to respond to the changed security environment. The objectives of the revised strategy extend to 2035. A strategy implementation plan has been drawn to describe the development measures to achieve the objectives. The plan was approved on 3 December 2024 by the steering group of the project developing an operating model for government security management.

  9. 3.4.2025 | The draft National Transport System Plan, or the draft Transport 12 Plan, and the related environmental report, were circulated for comments from 20 December 2024 to 5 March 2025. A total of 250 comments were received. Overall the update was largely considered appropriate in relation to the changes that have taken place in the operating environment.

  10. 13.11.2025 | The Government proposes that the President of the Republic approve amendments to the Act on Transport Services on 14 November 2025. These legislative amendments give municipalities and joint municipal and other regional authorities the option to arrange passenger rail services in their respective areas. The amended act will also provide for the grounds to be taken into account when making changes to the distribution of regional competence concerning local rail transport.

  13. 27.5.2025 | On 5 March 2025, the European Commission gave two Communications: one on an industrial action plan for the European automotive sector and one on the decarbonisation of corporate fleets. The Ministry of Transport and Communications informed the Parliament of Finland of the Action Plan for the automotive industry on 9 May 2025 and of the Communication on the decarbonisation of corporate fleets on 26 May 2025.

  14. 27.6.2025 | On 27 June 2025, the President of the Republic approved temporary amendments to the Act on Transport Services, which will enter into force on 1 July 2025. The purpose is to bring data on publicly supported passenger transport services in Northern Finland into one place.

  15. 11.6.2025 | At the seminar held on 11 June 2025, the Finnish Transport Infrastructure Agency presented the main results of a study on extending the standard track gauge commonly used in Europe to northern Finland. According to the study, extending the narrower track gauge to Finland will primarily benefit military mobility.

  17. 19.5.2025 | A national cyber exercise (“KYHA”) brought together more than 120 central government employees to improve their technical skills and mutual cooperation against cyber attacks. Held at the IT Institute of the JAMK University of Applied Sciences in Jyväskylä on 12–16 May 2025, this cyber exercise, the second one this year, turned out to be a great success.
