Asetus velvoittaisi viranomaiset kaikissa EU-maissa hyväksymään kaikkien liikennemuotojen osalta sähköiset kuljetusdokumentit rajat ylittävässä liikenteessä. Yrityksiä ei kuitenkaan velvoitettaisi toimittamaan tietoja sähköisessä muodossa.
