The Ministry of Transport and Communications invites comments on a draft government proposal concerning the implementation of the Non-Road Mobile Machinery and Euro 7 Regulations. The proposal also introduces amendments to certain national provisions. Comments may be submitted until 10 June 2026.

17.5.2023 | On 17 May 2023, the Government submitted to Parliament a Union communication on the Commission proposal for a regulation on the approval and market surveillance of non-road mobile machinery. The Government supports the aim of the proposal to strengthen the single market while ensuring a high level of road safety.

21.11.2024 | The Government proposes that on 22 November 2024 the President of the Republic approve the acts for establishing the Finnish Space Situational Awareness Centre.

19.6.2024 | Finland has won the European Transport Safety Council’s (ETSC) Road Safety Prize for 2024. The prize was awarded for the long-term and effective road safety work and the comprehensive strategy and measures to improve the safety of all road users. This is the first time Finland receives the prize.

10.10.2024 | The Government proposes funding for the establishment of the Finnish Space Situational Awareness Centre. Funding is proposed for the administrative branches of the Ministry of Transport and Communications, the Ministry of Defence and the Ministry of Agriculture and Forestry. The Ministry of Transport and Communications share of the funding amounts to EUR 411 000.

15.2.2017 | The total overhaul of the Road Traffic Act (Tieliikennelaki 267/1981) has transitioned to the statement phase. The regulations concerning action and behaviour in road transport have been compiled in the legal draft. With this renewal, the regulatory framework would be streamlined to replace the ambiguities and shortcomings of the old legislation as well as prepare road transport for rapid technical advancement and automation.

In the future, the Vehicles Act will only lay down provisions on the approval of new vehicles and equipment belonging to national vehicle categories and on their market surveillance. These categories and equipment include motorised work machinery, off-road vehicles, studs and studded tyres.

17.9.2015 | A legislative reform is to be submitted to parliament, which would allow the use of e.g. kickboards with electric engines and Segway type devices in road traffic. According to the legislation currently in place, the aforementioned vehicles can only be used in closed areas and indoors.

11.10.2018 | The Government is proposing that when drivers are required during traffic surveillance to prove their right to drive, they could do so using an electronic mobile driving licence. The electronic application would be a free, optional service to be used in addition to traditional driving licences.

25.6.2020 | Parliament has approved a government proposal on amending the Aviation Act in order to supplement the revised EU regulation. The reforms focus on regulation on light and unmanned aircraft systems. The amendments are expected to enter into force on 1 January 2021 in line with the EU regulation on unmanned aircraft systems.

8.4.2020 | The Government proposes amendments to the Aviation Act that would supplement the revised EU regulation. The amendments are based on the EU Regulation on common rules in the field of civil aviation and establishing of a European Union Aviation Safety Agency, the so-called EASA Regulation.
