7.5.2026 | On 7 May 2026, the Government submitted for approval amendments to the Act on Transport Services, the Driving Licence Act, the Act on the Organisation of Driver Examinations and the Act on the Enforcement of a Fine. The amendments aim to improve the operating conditions for the transport sector. Most of the acts and the amended decree will enter into force on 15 May 2026.

On 5 March 2026, the Government submitted to Parliament a proposal to amend the Act on Transport Services, Driving Licence Act, Act on the Organisation of Driver Examinations and Act on the Enforcement of a Fine.

2.5.2024 | Amendments to the EU Regulation on minimum breaks and rest periods were published in the Official Journal of the European Union on 2 May 2024. Specific rules were included in the Regulation to change the driving times and rest periods in the occasional passenger transport sector. In most cases, occasional passenger transport means chartered transport by bus or coach. The sector has special characteristics that the goods transport or regular coach and bus transport sectors do not share.

6.7.2023 | The Government has submitted  a Union communication to Parliament concerning the proposed amendments to the EU Driving Times, Breaks and Rest Periods Regulation. The proposals are related to special rules for driving and rest periods for occasional passenger transport drivers. In most cases, occasional passenger transport means chartered transport by bus or coach.

17.2.2025 | The Ministry of Transport and Communications requests comments on the draft government proposal concerning the competent authorities in rail transport. Comments can be submitted until 14 March 2025.

19.3.2024 | The Accident Investigation Board issued several recommendations after the Konginkangas bus crash 20 years ago, but some recommendations have yet to be fully implemented.

1.2.2024 | On 1 February 2024, the Government submitted to Parliament a Union communication on the European Commission's proposal on the implementation of passenger rights in the European Union. The Government largely supports the Commission's proposal.

29.11.2023 | The Ministry of Transport and Communications has amended the Decree on Penalty Fares in Public Transport. The amendment to increase the penalty fare from EUR 80 to EUR 100 in public transport provided by Helsinki Region Transport will enter into force on 1 January 2024.

4.11.2021 | The Government proposes that the President of the Republic approve amendments to the international Vienna Convention on Road Traffic. The amendments concern transport automation. Finland has actively promoted transport automation, which is why the adoption and international entry into force of the amendments are important for Finland.

14.12.2017 | The Government has submitted to Parliament an official letter concerning the amendment of the Regulation of the European Parliament and of the Council to open the bus traffic market to carriers having a registered office in any EU member state.

4.12.2023 | The transport and telecommunications ministers of the European Union will meet in Brussels on 4–5 December 2023. Minister of Transport and Communications Lulu Ranne will represent Finland at the meeting.

28.8.2023 | A COVID-19 legislation ex post evaluation, prepared jointly by the Ministry of Transport and Communications and the Finnish Transport and Communications Agency Traficom, has been released. The report examines the temporary legislation put in place in 2020–2021 in the administrative branch of the Ministry of Transport and Communications in consequence of COVID 19. It also looks at the drafting of this legislation.

27.7.2022 | On 20 June 2022, the European Commission submitted a legislative proposal that would make it possible to recognise Ukrainian driving licences and certificates of professional competence for lorry, bus and coach drivers in the European Union.

8.12.2017 | The Russian Ministry of Transport has decided to restrict bus and coach traffic on the Saimaa Canal maintenance road from 11 December 2017 to 31 March 2018. The restrictions apply to buses and coaches only, not to passenger cars or freight transport. For now, restrictions are set on traffic flows from Russia via the Nuijamaa border crossing station only. Other border crossing points operate as normal.

28.2.2023 | The Ministry of Transport and Communications requests comments on the proposed amendments to the Decree on Penalty Fares in Public Transport. The Decree would be amended to increase the public transport penalty fare from EUR 80 to EUR 100 in public transport provided by Helsinki Region Transport.
