Legislative amendments to improve micromobility safety into force in summer
The Government proposed stricter legislation concerning micromobility on 12 June 2025. The amendments to the Road Traffic Act and the Vehicles Act would enter into force on 17 June 2025 and the amendments to the Act on Transport Services and the Act on the Transfer of Vehicles on 1 August 2025. The aim of the proposal is to improve the safety of electric scooters and other micromobility vehicles.
The Programme of Prime Minister Orpo's Government states that legislation guiding the use of electric scooters and other micromobility will be drawn up during the government term. In addition, cities and municipalities will be provided with tools for managing micromobility
“I am very pleased that measures to promote micromobility safety will now be laid down by law. The limits for both blood alcohol content and the age of users have an important role in preventing accidents. In addition to legislation, all of us as adults must ensure that clear rules are set at home concerning the use of electric scooters, and that the traffic rules are known and being followed,” says Minister of Transport and Communications Lulu Ranne.
Micromobility licence provides effective way for municipalities to guide micromobility services
Several amendments will be made to national legislation to guide micromobility and significantly improve its traffic safety. The amendments are also expected to reduce the costs of injuries and the burden on health care caused by micromobility.
The amendments will introduce a micromobility licence to be granted by municipalities, which will provide an effective and flexible tool for municipalities to guide micromobility services in the area. This means that, in future, professional rental of electric scooters or other micromobility vehicles will require a micromobility licence granted by the municipality.
Through the licence conditions, the municipalities and cities can guide and supervise matters such as the operating times, parking and driving speeds of rental vehicles, if this is necessary for traffic safety, accessibility or road maintenance.
Limits for blood alcohol content and age of users improve micromobility safety
The maximum permitted blood alcohol content (BAC) for riding light electric vehicles and motorised bicycles will be 0.5 per mille. Traffic controllers could also carry out breath tests of cyclists and users of light electric vehicles and motorised bicycles.
In addition, in line with the report of the Transport and Communications Committee, a 15-year age limit will be laid down for riding electric scooters and other light electric vehicles. Relinquishing such vehicles to under 15-year-olds will be prohibited as well.
“Already towards the end of 2024 I was of the opinion that an age limit should also be set, and I am very happy that this will now enter into force. Electric scooters are not toys. Children’s traffic behaviour is often less predictable and more reckless than that of adults. Age limit is an effective way to reduce personal injuries and improve the traffic safety of both children and other road users,” Minister Ranne says.
The traffic penalty fees applied to micromobility will be raised and new traffic control devices will be introduced that make it possible to steer light electric vehicles separately from bicycles.
What’s next?
The President of the Republic is to approve the legislative amendments on 13 June 2025. The amendments to the Road Traffic Act and the Vehicles Act, including the limits for blood alcohol content and the age of users, will enter into force on 17 June 2025. The amendments to the Act on Transport Services and the Act on the Transfer of Vehicles, including the provisions on micromobility licences to be granted by the municipalities, will enter into force on 1 August 2025.
