  1. On 26 February 2026, the Government submitted to Parliament a legislative proposal to amend taxi regulation. The changes would be made to the Act on Transport Services and certain other acts.

  3. The Ministry of Transport and Communications has set up a project to prepare an assessment memorandum on national extensions to the Directive on Privacy and Electronic Communications. The review will focus especially on national data protection regulation concerning corporate subscribers.

  4. The Facilitation Committee of the International Maritime Organization (IMO) met in London from 23 to 27 March 2026. The Facilitation Committee (FAL) deals with facilitation, digitalisation and procedures by the authorities related to international maritime traffic.

  5. The revised Road Traffic Act will enter into force next Monday, 1 June 2020. The new Act includes all the provisions concerning guidance of people's behaviour in transport. The purpose of the new act is to improve the flow and safety of traffic and create a favourable environment for digitalisation and safe automation of transport.

  6. The Ministry of Transport and Communications is finalising the government proposal to amend taxi regulation. Next, the proposal will be reviewed by the Finnish Council of Regulatory Impact Analysis, translated and submitted to legislative editing. The aim is to submit the government proposal to Parliament in spring 2026.

  7. The Ministry of Transport and Communications invites comments on a draft government proposal concerning the implementation of the Non-Road Mobile Machinery and Euro 7 Regulations.   8. 13.11.2025 | The Government proposes that the President of the Republic approve amendments to the Rail Transport Act and the Act on Transport Services on 14 November 2025. The amendments will enhance the safety and security of urban rail transport and allow more time to procure rolling stock that meets EU requirements for use in the forest and chemicals industries.

  9. 16.12.2025 | At the Energy Council meeting on 15 December 2025, Member States of the European Union adopted a partial general approach on the proposed regulation establishing Connecting Europe Facility for 2028–2034. Finland is in favour of the regulation’s emphasis on military mobility.

  13. The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. In addition, the project promotes the use of vehicles powered by alternative fuels with a total mass not exceeding 4,250 kg in goods transport.

  15. The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) will meet in London on 7–11 April 2025. The objective of the Committee’s 83rd session is to agree on legally binding measures to reduce greenhouse gas emissions from shipping. The reduction targets have been agreed on in the IMO’s greenhouse gas strategy.

Following complex negotiations and a rare vote, the International Maritime Organization (IMO) decided to postpone the final adoption of the long-discussed regulation package on maritime transport emissions by at least one year. The decision means that the proposed regulation will not come into force as originally scheduled in March 2027.

  19. The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) will meet in London from 27 April to 1 May 2026. IMO Member States are expected to decide the next steps in negotiations on reducing greenhouse gas emissions from shipping. Other topics to be discussed include specifications to the rules on the carbon intensity and energy efficiency of vessels, the regulation of ballast water and guidance on reducing underwater noise.

  20. The Legal Committee of the International Maritime Organization (IMO) met in London on 24–28 March 2025. The meeting discussed measures to prevent illegal operations by vessels belonging to the shadow fleet. The Committee approved a proposal co-sponsored by Finland and many other countries to conduct a Regulatory Scoping Exercise to further develop actions to prevent unlawful operations in the maritime sector.
