The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. 22.5.2025 | On 20 May 2025, the European Commission published a delegated regulation that creates a separate vehicle sub-group for extra-heavy combination lorries to the EU’s CO2 emission performance standards regulation for the calculation of CO2 emission targets of vehicle manufacturers. 22.1.2024 | The European Member States, Parliament and the Commission have reached a provisional agreement on a regulation on CO2 emission standards for heavy-duty vehicles (HDVs). The emissions reduction targets for new heavy-duty vehicles will gradually tighten and the scope of application of the regulation will widen. 28.9.2022 | The Ministry of Transport and Communications has published a report it commissioned on the cost impacts of the proposals in the EU's Fit for 55 Package on road transport. The report assessed how the legislative proposals included in the package would affect the fuel costs of road transport in Finland by 2030.
