The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. On 12 February 2026, the Government submitted three communications concerning proposals included in the European Commission’s Automotive Package to Parliament. 22.5.2025 | On 20 May 2025, the European Commission published a delegated regulation that creates a separate vehicle sub-group for extra-heavy combination lorries to the EU’s CO2 emission performance standards regulation for the calculation of CO2 emission targets of vehicle manufacturers. 15.2.2017 | The total overhaul of the Road Traffic Act (Tieliikennelaki 267/1981) has transitioned to the statement phase. The regulations concerning action and behaviour in road transport have been compiled in the legal draft. 25.3.2010 | Two amendments have been made to the European Agreement concerning the Work of Crews of Vehicles Engaged in International Road Transport (AETR) which also require the amendment of the Finnish Road Traffic Act. The amendments to the AETR Agreement mean that Russian lorries and coaches will have to be equipped with digital tachographs when travelling in Finland, too. 22.1.2024 | The European Member States, Parliament and the Commission have reached a provisional agreement on a regulation on CO2 emission standards for heavy-duty vehicles (HDVs). The emissions reduction targets for new heavy-duty vehicles will gradually tighten and the scope of application of the regulation will widen.
