The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. In addition, the project promotes the use of vehicles powered by alternative fuels with a total mass not exceeding 4,250 kg in goods transport.

On 12 February 2026, the Government submitted three communications concerning proposals included in the European Commission’s Automotive Package to Parliament. On 30 January 2026, the Government also submitted a Europe communication regarding the Commission’s proposal to amend the EU Regulation on the CO2 emissions standards for heavy-duty vehicles.

3.12.2025 | The EU Transport and Telecommunications Council will meet in Brussels on 4 and 5 December 2025. Minister of Transport and Communications Lulu Ranne will represent Finland at the meeting.

22.5.2025 | On 20 May 2025, the European Commission published a delegated regulation that creates a separate vehicle sub-group for extra-heavy combination lorries to the EU’s CO2 emission performance standards regulation for the calculation of CO2 emission targets of vehicle manufacturers. Finland was active in influencing the process in advance to define extra-heavy combination lorries (EHC).

15.2.2017 | The total overhaul of the Road Traffic Act (Tieliikennelaki 267/1981) has transitioned to the statement phase. The regulations concerning action and behaviour in road transport have been compiled in the legal draft. With this renewal, the regulatory framework would be streamlined to replace the ambiguities and shortcomings of the old legislation as well as prepare road transport for rapid technical advancement and automation.

3.8.2012 | The Finnish Ministry of Transport and Communications is asking the Swedish authorities for a clarification regarding the unclear maximum weight for lorries entering the country. Finland's stance is that the maximum masses should also in the future be those shared by both countries.

25.3.2010 | Two amendments have been made to the European Agreement concerning the Work of Crews of Vehicles Engaged in International Road Transport (AETR) which also require the amendment of the Finnish Road Traffic Act. The amendments to the AETR Agreement mean that Russian lorries and coaches will have to be equipped with digital tachographs when travelling in Finland, too. In Finland, the amendments apply mainly to transport between Finland and Russia.

27.6.2024 | The Government proposes that the President of the Republic approve the amendments to the Act on Fixed-Term Subsidies for Purchasing and Converting Vehicles to Use Alternative Fuels or Propulsion Systems. 

8.5.2024 | On 8 May 2024, the Government submitted a legislative proposal to Parliament on amending the Act on Fixed-Term Subsidies for the Purchase of Vehicles Powered by Alternative Fuels.

7.2.2024 | The Ministry of Transport and Communications will start preparing a government proposal to amend the Act on Fixed-Term Subsidies for the Purchase of Vehicles Powered by Alternative Fuels. 

14.12.2023 | The Government proposes that the President of the Republic approve the act amending the Act on Fixed-Term Subsidies for Purchasing and Converting Vehicles to Use Alternative Fuels or Propulsion Systems.

22.1.2024 | The European Member States, Parliament and the Commission have reached a provisional agreement on a regulation on CO2 emission standards for heavy-duty vehicles (HDVs). The emissions reduction targets for new heavy-duty vehicles will gradually tighten and the scope of application of the regulation will widen. The accord was achieved in tripartite negotiations on 18 January 2024.

17.10.2023 | At the Environment Council meeting on 16 October 2023, the Member States of the European Union adopted a general approach on CO2 emissions restrictions for new heavy-duty vehicles.

13.7.2023 | The Ministry of Transport and Communications requests comments on the draft government proposal for the Act on Fixed-Term Subsidies for Purchasing and Converting Vehicles to Use Alternative Fuels or Propulsion Systems (so-called Act on Purchase and Conversion Subsidies for Low-Emission Vehicles)

The package includes proposals for revising the Directive on driving licences and the Directive on facilitating cross-border exchange of information on road-safety-related traffic offences (CBE Directive), and for a new Directive on the Union-wide effect of certain driving disqualifications.
