The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. In addition, the project promotes the use of vehicles powered by alternative fuels with a total mass not exceeding 4,250 kg in goods transport.

12.2.2026 | On 12 February 2026, the Government submitted three communications concerning proposals included in the European Commission’s Automotive Package to Parliament. On 30 January 2026, the Government also submitted a Europe communication regarding the Commission’s proposal to amend the EU Regulation on the CO2 emissions standards for heavy-duty vehicles.

3.12.2025 | The EU Transport and Telecommunications Council will meet in Brussels on 4 and 5 December 2025. Minister of Transport and Communications Lulu Ranne will represent Finland at the meeting.

22.5.2025 | On 20 May 2025, the European Commission published a delegated regulation that creates a separate vehicle sub-group for extra-heavy combination lorries to the EU’s CO2 emission performance standards regulation for the calculation of CO2 emission targets of vehicle manufacturers. Finland was active in influencing the process in advance to define extra-heavy combination lorries (EHC).

27.6.2024 | The Government proposes that the President of the Republic approve the amendments to the Act on Fixed-Term Subsidies for Purchasing and Converting Vehicles to Use Alternative Fuels or Propulsion Systems. 

8.5.2024 | On 8 May 2024, the Government submitted a legislative proposal to Parliament on amending the Act on Fixed-Term Subsidies for the Purchase of Vehicles Powered by Alternative Fuels.

7.2.2024 | The Ministry of Transport and Communications will start preparing a government proposal to amend the Act on Fixed-Term Subsidies for the Purchase of Vehicles Powered by Alternative Fuels. 

14.12.2023 | The Government proposes that the President of the Republic approve the act amending the Act on Fixed-Term Subsidies for Purchasing and Converting Vehicles to Use Alternative Fuels or Propulsion Systems.

22.1.2024 | The European Member States, Parliament and the Commission have reached a provisional agreement on a regulation on CO2 emission standards for heavy-duty vehicles (HDVs). The emissions reduction targets for new heavy-duty vehicles will gradually tighten and the scope of application of the regulation will widen. The accord was achieved in tripartite negotiations on 18 January 2024.

17.10.2023 | At the Environment Council meeting on 16 October 2023, the Member States of the European Union adopted a general approach on CO2 emissions restrictions for new heavy-duty vehicles.

13.7.2023 | The Ministry of Transport and Communications requests comments on the draft government proposal for the Act on Fixed-Term Subsidies for Purchasing and Converting Vehicles to Use Alternative Fuels or Propulsion Systems (so-called Act on Purchase and Conversion Subsidies for Low-Emission Vehicles)

27.7.2022 | On 20 June 2022, the European Commission submitted a legislative proposal that would make it possible to recognise Ukrainian driving licences and certificates of professional competence for lorry, bus and coach drivers in the European Union.

3.3.2023 | On 1 March 2023, the European Commission published its proposal for a road safety package. The package includes proposals for revising the Directive on driving licences and the Directive on facilitating cross-border exchange of information on road-safety-related traffic offences (CBE Directive), and for a new Directive on the Union-wide effect of certain driving disqualifications.

15.2.2023 | The European Commission proposes more ambitious carbon dioxide emission limits for new heavy-duty vehicles placed on the market in the EU. The Commission published its proposal for amending the Regulation on CO2 performance standards for heavy-duty vehicles on 14 February 2023. The Regulation will lead the industry towards the manufacture and sale of zero-emission vehicles, i.e. fully electric and hydrogen vehicles.

27.7.2022 | On 20 June 2022, the European Commission submitted a legislative proposal that would make it possible to recognise Ukrainian driving licences and certificates of professional competence for lorry, bus and coach drivers in the European Union.

10.11.2022 | The Government proposes amendments to the Act on Environmental and Energy Efficiency Requirements for Vehicle and Transport Service Procurements. With the health and social services reform, the requirements assigned to municipalities under the current Act will transfer to the wellbeing services counties, which are about to start operating on 1 January 2023. The Government submitted its proposal to Parliament on 10 November 2022.

10.11.2022 | The Government proposes amendments to the Act on Environmental and Energy Efficiency Requirements for Vehicle and Transport Service Procurements. 28.9.2022 | The Ministry of Transport and Communications has published a report it commissioned on the cost impacts of the proposals in the EU's Fit for 55 Package on road transport. The report assessed how the legislative proposals included in the package would affect the fuel costs of road transport in Finland by 2030. The report is part of the preparations for the national processing of the Fit for 55 package.
