  4. The Government proposed on 13 May 2026 that the amendments to the Driving Licence Act be adopted. For the most part, the Act will enter into force on 29 May 2026. The aim of the amendments is to improve traffic safety for young people in particular.

  6. The Ministry of Transport and Communications has launched a legislative project to introduce a comprehensive reform of the Driving Licence Act, as the new Driving Licences Directive and the updated driving disqualifications rules of the EU shall be transposed into national legislation.   7. On 12 June 2025, the Ministry of Transport and Communications initiated a regulation project to amend the Driving Licence Act. The project’s goals are to promote road safety by improving the capability of young drivers to identify and avoid risks and by restricting the times of day young people can drive.   9. The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. In addition, the project promotes the use of vehicles powered by alternative fuels with a total mass not exceeding 4,250 kg in goods transport.

  10. The Ministry of Transport and Communications invites comments on a draft government proposal concerning the implementation of the Non-Road Mobile Machinery and Euro 7 Regulations.   14. 27.11.2025 | On 27 November 2025, the Government proposed approval of a fixed-term act on scrapping premiums for passenger cars. The act will enter into force on 1 January 2026. Applications for a scrapping premium may be submitted to the Transport and Communications Agency Traficom after the entry into force of the proposed act.

  15. 22.9.2025 | On 22 September 2025, the Government submitted to Parliament a legislative proposal concerning a fixed-term scrapping premium for passenger cars. Scrapping premiums could be applied for concerning the period 1 October 2025–31 December 2027. Applications could be submitted when the act is in force. The act is proposed to enter into force on 1 January 2026.

  20. 11.2.2026 | VR-Group Plc and Suomen Ostoliikennekalusto Oy announced today that they have signed an asset purchase agreement concerning the rolling stock used in passenger rail services funded by the government. The rolling stock will be transferred to Suomen Ostoliikennekalusto's ownership from the beginning of March.
