Distribution infrastructure programme to be updated in line with European Commission recommendations

On 25 June 2026, the Government adopted a national programme on distribution infrastructure for alternative transport fuels. The programme, originally published in 2024, has been updated in line with recommendations from the European Commission. No changes have been made to its core content.

The Alternative Fuels Infrastructure Regulation (AFIR) requires that a national policy framework be drawn up for the development of alternative fuels markets in the transport sector and for the deployment of the required infrastructure. 

In October 2025, the Commission issued recommendations to Finland on complementing the programme. According to the Commission, Finland has demonstrated clear ambition through the measures set out in the distribution infrastructure programme. However, the Commission recommends setting out more concrete measures to deploy alternative fuel distribution infrastructure and to implement solutions that are necessary in boosting the development.

In line with the recommendations, the distribution infrastructure programme has been updated and now includes more detailed descriptions of the development and coordination of rest stops and distribution infrastructure for heavy vehicles as well as of measures to remove barriers to their development.  

Distribution infrastructure programme helps transition to alternative fuels

The national distribution infrastructure programme for alternative transport fuels promotes the implementation of EU legislation and was drawn up in broad-based cooperation with stakeholders. It is based on the Programme of Prime Minister Petteri Orpo's Government, which states that the Government will draw up an action plan to expand the distribution network of alternative fuels along the main routes.

The programme provides an overview of the alternative transport fuels market and the current state of distribution infrastructure. It also assesses future developments in road, rail, water and air transport. The programme presents the objectives and measures for developing the distribution infrastructure and meeting the requirements of national and EU legislation in this sector. 

What’s next?

The updated programme will be submitted to the European Commission in July.
