  2. Legislative project: Regulatory measures to improve operating conditions for transport sector - Ministry of Transport and Communications

    The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. In addition, the project promotes the use of vehicles powered by alternative fuels with a total mass not exceeding 4,250 kg in goods transport.

  3. International Maritime Organization promotes measures to prevent illegal operations by shadow fleet - Ministry of Transport and Communications

    The Legal Committee of the International Maritime Organization (IMO) met in London on 24–28 March 2025. The meeting discussed measures to prevent illegal operations by vessels belonging to the shadow fleet. The Committee approved a proposal co-sponsored by Finland and many other countries to conduct a Regulatory Scoping Exercise to further develop actions to prevent unlawful operations in the maritime sector.

  4. International Maritime Organization to continue negotiating measures to reduce greenhouse gas emissions from ships - Ministry of Transport and Communications

    The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) will meet in London from 27 April to 1 May 2026. IMO Member States are expected to decide the next steps in negotiations on reducing greenhouse gas emissions from shipping. Other topics to be discussed include specifications to the rules on the carbon intensity and energy efficiency of vessels, the regulation of ballast water and guidance on reducing underwater noise.

    The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) met in London on 7–11 April 2025. After challenging negotiations, the Committee’s 83rd session reached a provisional agreement on measures to reduce greenhouse gas emissions from ships.   6. International Maritime Organization failed to reach agreement on globally binding measures to reduce greenhouse gas emissions in maritime transport - Ministry of Transport and Communications

    Following complex negotiations and a rare vote, the International Maritime Organization (IMO) decided to postpone the final adoption of the long-discussed regulation package on maritime transport emissions by at least one year. The decision means that the proposed regulation will not come into force as originally scheduled in March 2027.

  11. Cyber Security Strategy implementation plan published – cybersecurity integrated into comprehensive security - Ministry of Transport and Communications

    In line with the Programme of Prime Minister Orpo's Government, Finland's Cyber Security Strategy has been revised to respond to the changed security environment. The objectives of the revised strategy extend to 2035. A strategy implementation plan has been drawn to describe the development measures to achieve the objectives. The plan was approved on 3 December 2024 by the steering group of the project developing an operating model for government security management.
