The Government proposed on 13 May 2026 that the amendments to the Driving Licence Act be adopted. For the most part, the Act will enter into force on 29 May 2026. On 12 June 2025, the Ministry of Transport and Communications initiated a regulation project to amend the Driving Licence Act. The project’s goals are to promote road safety by improving the capability of young drivers to identify and avoid risks and by restricting the times of day young people can drive. On 7 May 2026, the Government submitted for approval amendments to the Act on Transport Services, the Driving Licence Act, the Act on the Organisation of Driver Examinations and the Act on the Enforcement of a Fine. The amendments aim to improve the operating conditions for the transport sector. Finland has been awarded EUR 462,000 in EU funding to advance road safety under a European Commission call launched in late 2025. On 9 June 2026, in connection with the EU Transport Council meeting, Finland joined a Joint Declaration of Intent by Member States regarding large-scale cross-border testbeds for autonomous vehicles. The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. 2.5.2024 | Amendments to the EU Regulation on minimum breaks and rest periods were published in the Official Journal of the European Union on 2 May 2024. Specific rules were included in the Regulation to change the driving times and rest periods in the occasional passenger transport sector. In most cases, occasional passenger transport means chartered transport by bus or coach.
