  1. 8.7.2026 | On 17 June 2026, the European Commission published the annual State of the Digital Decade report. According to the report, Finland is a digital frontrunner with strong digital skills, agile enterprises and leadership in artificial intelligence and supercomputing. On 7 July 2026, the Digital Decade Board published its opinion ‘A common orientation for the review of the Digital Decade Policy Programme’. The process to prepare certain sections of the opinion was led by Finland.

  2. The Ministry of Transport and Communications will discontinue the preparation of a government proposal concerning information on the location of underground network infrastructure.   3. A total of approximately EUR 17.6 million in funding from the European Commission’s Connecting Europe Facility (CEF) is being sought for Finnish-led projects. In addition, approximately EUR 8.6 million in funding is being sought for Swedish-led projects that involve Finnish operators.   4. 12.6.2025 | On 12 June 2025, the Government submitted a proposal to Parliament to amend the Act on Transport Services. The proposal would grant municipalities, joint municipal and other regional authorities the possibility to arrange passenger train services in their regions. It would also put in grounds to make changes to the regional competence on local rail transport.

  7. 18.3.2024 | According to the Government Programme of Prime Minister Petteri Orpo, competition in passenger rail transport services will be increased by enabling municipalities, joint municipal authorities and regions to arrange outsourced services. The Ministry of Transport and Communications has launched a legislative project to make the necessary changes in legislation.

  8. 3.5.2024 | The Ministry of Transport and Communications requests comments on the draft memorandum concerning the national implementation of the EU Data Act. The deadline for submitting comments is 31 May 2024. The Ministry has also published a study, which was conducted by the Research Institute of the Finnish Economy, on the markets covered by the Data Act in Finland.

The objective is to formulate a shared national vision and targets for digital transformation and the data economy for 2030. In its second meeting on 14 December 2021, the Ministerial Working Group on Developing the Digital Transformation, the Data Economy and Public Administration outlined the content themes that guide the preparation of the digital compass.
