8.7.2026 | On 17 June 2026, the European Commission published the annual State of the Digital Decade report. According to the report, Finland is a digital frontrunner with strong digital skills, agile enterprises and leadership in artificial intelligence and supercomputing. On 7 July 2026, the Digital Decade Board published its opinion ‘A common orientation for the review of the Digital Decade Policy Programme’. The process to prepare certain sections of the opinion was led by Finland.

The Ministry of Transport and Communications will discontinue the preparation of a government proposal concerning information on the location of underground network infrastructure. This decision was made because a number of challenges came to light during the preparation of the government proposal. 

A total of approximately EUR 17.6 million in funding from the European Commission’s Connecting Europe Facility (CEF) is being sought for Finnish-led projects. In addition, approximately EUR 8.6 million in funding is being sought for Swedish-led projects that involve Finnish operators. The Ministerial Finance Committee decided in favour of the applications on 25 June 2026.

12.6.2025 | On 12 June 2025, the Government submitted a proposal to Parliament to amend the Act on Transport Services. The proposal would grant municipalities, joint municipal and other regional authorities the possibility to arrange passenger train services in their regions. It would also put in grounds to make changes to the regional competence on local rail transport.

10.1.2025 | The Ministry of Transport and Communications is requesting opinions on an assessment memorandum regarding regulatory and implementation options for a system to respond to location study requests. Opinions may be submitted until 24 January 2025.

17.2.2025 | The Ministry of Transport and Communications requests comments on the draft government proposal concerning the competent authorities in rail transport. Comments can be submitted until 14 March 2025.

18.3.2024 | According to the Government Programme of Prime Minister Petteri Orpo, competition in passenger rail transport services will be increased by enabling municipalities, joint municipal authorities and regions to arrange outsourced services. The Ministry of Transport and Communications has launched a legislative project to make the necessary changes in legislation.

3.5.2024 | The Ministry of Transport and Communications requests comments on the draft memorandum concerning the national implementation of the EU Data Act. The deadline for submitting comments is 31 May 2024. The Ministry has also published a study, which was conducted by the Research Institute of the Finnish Economy, on the markets covered by the Data Act in Finland.

29.3.2023 | On 29 March 2023, the Ministry of Transport and Communications published a distribution infrastructure programme for new fuels in road transport. The programme extends to 2035.

As part of the project, on 17 February 2023 Aalto University published a comprehensive report on the current state of teaching cybersecurity skills to citizens throughout the European Union.

Large-scale adoption of electric cars requires the construction of a public network of charging stations. Use of electric cars will not, however, solve the fundamental problems of private car traffic: constantly increasing traffic volumes and congestion.

3.2.2022 | On 3 February 2022, the government issued a decree on government grants available in 2022-2025 to support the transition towards electronic heavy transport. The decree will enter into force on 15 February 2022.

The objective is to formulate a shared national vision and targets for digital transformation and the data economy for 2030.

14.12.2021 | Finland is preparing a national digital compass during spring 2022. The objective is to formulate a shared national vision and targets for digital transformation and the data economy for 2030. In its second meeting on 14 December 2021, the Ministerial Working Group on Developing the Digital Transformation, the Data Economy and Public Administration outlined the content themes that guide the preparation of the digital compass.

27.10.2021 | A new ministerial group decided on the creation of a digital compass for Finland during spring 2022 with the objective of formulating a shared national vision and targets for the digital transformation and the data economy for 2030.
