27.11.2025 | On 27 November 2025, the Government proposed approval of a fixed-term act on scrapping premiums for passenger cars. The act will enter into force on 1 January 2026. Applications for a scrapping premium may be submitted to the Transport and Communications Agency Traficom after the entry into force of the proposed act.

22.9.2025 | On 22 September 2025, the Government submitted to Parliament a legislative proposal concerning a fixed-term scrapping premium for passenger cars. Scrapping premiums could be applied for concerning the period 1 October 2025–31 December 2027. Applications could be submitted when the act is in force. The act is proposed to enter into force on 1 January 2026.

5.10.2023 | On 5 October 2023, the Government submitted a proposal to Parliament for an act amending the Act on Fixed-Term Subsidies for Purchasing and Converting Vehicles to Use Alternative Fuels or Propulsion Systems.

27.6.2024 | The Government proposes that the President of the Republic approve the amendments to the Act on Fixed-Term Subsidies for Purchasing and Converting Vehicles to Use Alternative Fuels or Propulsion Systems. 

The Ministry of Transport and Communications and the Ministry of Finance have completed a joint outlook review of the current state of transport taxation and financing, and options for reform. The review report is the first part of the Government’s comprehensive reform of transport taxation and financing set out in the Programme of Prime Minister Petteri Orpo’s Government.

19.9.2022 | The Government proposes that the application periods should be extended for the purchase subsidies for electric and gas-fuelled vans and trucks. In contrast, the application periods would be shortened by three months for the purchase subsidy for fully electric cars, i.e. battery electric vehicles (BEVs), and the conversion subsidy for passenger cars, as the Government has not allocated an appropriation for these schemes for 2023. The application periods would close on 31 December 2022.

12.5.2021 | The Ministry of Transport and Communications is launching a law‑drafting project to prepare purchase subsidies for electric and gas‑operated vehicles. The aim is to renew the vehicle stock, which will reduce greenhouse gas emissions from transport. New subsidies would include support for buying electric and gas‑operated vans and electric heavy‑duty vehicles.
