  3. On 7 May 2026, the Government submitted for approval amendments to the Act on Transport Services, the Driving Licence Act, the Act on the Organisation of Driver Examinations and the Act on the Enforcement of a Fine. The amendments aim to improve the operating conditions for the transport sector. Most of the acts and the amended decree will enter into force on 15 May 2026.

  7. The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. In addition, the project promotes the use of vehicles powered by alternative fuels with a total mass not exceeding 4,250 kg in goods transport.

The Ministry of Transport and Communications has launched a legislative project to introduce a comprehensive reform of the Driving Licence Act, as the new Driving Licences Directive and the updated driving disqualifications rules of the EU shall be transposed into national legislation.   9. On 28 May 2026, the Government proposed the approval of the national provisions supplementing the European Union’s Cyber Resilience Act (CRA). The legislation will enter into force on 1 June 2026, with transitional periods aligned with those of the CRA during 2026–2027. The aim of the CRA is to improve the cybersecurity of products.

  10. On 26 February 2026, the Government submitted to Parliament a legislative proposal to amend taxi regulation. The changes would be made to the Act on Transport Services and certain other acts.

  13. Finland has been awarded EUR 462,000 in EU funding to advance road safety under a European Commission call launched in late 2025. It will support a network-wide road safety assessment, the collection of road safety performance indicators, and the national implementation of the EU Road Safety Package.

  14. On 12 June 2025, the Ministry of Transport and Communications initiated a regulation project to amend the Driving Licence Act. The project’s goals are to promote road safety by improving the capability of young drivers to identify and avoid risks and by restricting the times of day young people can drive. Preparations for this project have been under way for a long time.

  15. 25.6.2026 | A total of approximately EUR 17.6 million in funding from the European Commission’s Connecting Europe Facility (CEF) is being sought for Finnish-led projects. In addition, approximately EUR 8.6 million in funding is being sought for Swedish-led projects that involve Finnish operators. The Ministerial Finance Committee decided in favour of the applications on 25 June 2026.
