  1. On 7 May 2026, the Government submitted for approval amendments to the Act on Transport Services, the Driving Licence Act, the Act on the Organisation of Driver Examinations and the Act on the Enforcement of a Fine. The amendments aim to improve the operating conditions for the transport sector. Most of the acts and the amended decree will enter into force on 15 May 2026.

  3. 22.5.2025 | On 20 May 2025, the European Commission published a delegated regulation that creates a separate vehicle sub-group for extra-heavy combination lorries to the EU’s CO2 emission performance standards regulation for the calculation of CO2 emission targets of vehicle manufacturers. Finland was active in influencing the process in advance to define extra-heavy combination lorries (EHC).

  4. 22.1.2024 | The European Member States, Parliament and the Commission have reached a provisional agreement on a regulation on CO2 emission standards for heavy-duty vehicles (HDVs). The emissions reduction targets for new heavy-duty vehicles will gradually tighten and the scope of application of the regulation will widen. The accord was achieved in tripartite negotiations on 18 January 2024.

  6. 16.10.2023 | The EU ministers responsible for the environment and climate change issues will meet in Luxembourg on 16 October to discuss the EU’s objectives for the negotiations at the UN Climate Change Conference to be held in Dubai. The conclusions to be adopted by the Environment Council will constitute the EU’s objective for the Climate Change Conference. Finland’s representative at the Environment Council will be Minister of Climate and the Environment Kai Mykkänen.

  7. 30.3.2023 | On 30 March 2023, the Government submitted a Union communication to Parliament concerning the European Commission’s proposal on stricter carbon dioxide emission limits for new heavy-duty vehicles placed on the market.   8. 15.7.2024 | On 15 July 2024, the Ministry of Transport and Communications published an assessment report on how the electrification of transport could contribute to the flexibility of the Finnish energy system.   10. 10.1.2019 | The maximum length of a vehicle combination in road traffic will increase from 25.25 to 34.5 metres. The maximum permissible mass remains at 76 tonnes. New type of vehicle combinations that differ from the current standards may also be used on the road. A Government decree on the matter will enter into force on 21 January 2019.
