7.5.2026 | On 7 May 2026, the Government submitted for approval amendments to the Act on Transport Services, the Driving Licence Act, the Act on the Organisation of Driver Examinations and the Act on the Enforcement of a Fine. The amendments aim to improve the operating conditions for the transport sector. Most of the acts and the amended decree will enter into force on 15 May 2026.

The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. In addition, the project promotes the use of vehicles powered by alternative fuels with a total mass not exceeding 4,250 kg in goods transport.

On 5 March 2026, the Government submitted to Parliament a proposal to amend the Act on Transport Services, Driving Licence Act, Act on the Organisation of Driver Examinations and Act on the Enforcement of a Fine.

31.7.2020 | The social and market aspects of the EU Mobility Package for road transport have been published in the Official Journal of the European Union on 31 July 2020, in line with the agreement reached earlier in the negotiations. The Mobility Package clarifies previously ambiguous regulations in the sector and harmonises their application in different Member States. Uniform rules also promote road safety for all road users.

20.12.2019 | The Council of the European Union, the European Parliament and the European Commission have reached a provisional agreement on the proposals included in the EU Mobility Package I concerning market access for freight and passenger transport, driving and rest times, and rules on posting of transport workers. The aim of the Mobility Package is to harmonise the regulation of commercial freight and passenger transport in the EU and to improve the conditions for supervision.

5.7.2017 | The European Commission's proposals for road transport regulations cover road charging, market access and working times, among others. The Finnish Government supports the initiatives that aim to help the sector stay competitive and shift towards digital and low-emission transport. At the same time the Commission's initiatives also aim to make traffic safer, cut red tape for businesses and safeguard workers' social rights.

19.10.2017 | The Act on Transport Services brings together transport market legislation and creates the preconditions for digitalisation of transport and new business models. In the first stage, provisions on road transport were brought together under the Act on Transport Services. Provisions on air, maritime and rail transport markets and on the qualifications of transport personnel are added in the second stage.
