28.5.2025 | On 28 May 2025, the Finnish Government submitted a Union communication to Parliament regarding the European Commission’s proposal for the so-called Roadworthiness Package. In principle, the Government supports the proposal’s aim to promote road safety and reduce the negative environmental impacts of transport.

27.11.2025 | On 27 November 2025, the Government proposed approval of a fixed-term act on scrapping premiums for passenger cars. The act will enter into force on 1 January 2026. Applications for a scrapping premium may be submitted to the Transport and Communications Agency Traficom after the entry into force of the proposed act.

3.3.2023 | On 1 March 2023, the European Commission published its proposal for a road safety package. The package includes proposals for revising the Directive on driving licences and the Directive on facilitating cross-border exchange of information on road-safety-related traffic offences (CBE Directive), and for a new Directive on the Union-wide effect of certain driving disqualifications.

The package includes proposals for revising the Directive on driving licences and the Directive on facilitating cross-border exchange of information on road-safety-related traffic offences (CBE Directive), and for a new Directive on the Union-wide effect of certain driving disqualifications.

27.3.2025 | The Government proposes that the President of the Republic approve the amendment to the Act on Transport Services and that it would enter into force on 14 April 2025. The President of the Republic is expected to approve the Act on Friday, 4 April 2025. Individual amendments were made to the Act due to EU regulation, for example.

24.10.2024 | On 24 October 2024, the Government submitted to Parliament a proposal to amend the data provisions of the Act on Transport Services. The proposal concerns individual amendments that are needed, for example, due to EU regulation.

17.1.2019 | The Regulation of the European Parliament and of the Council on a framework for the free flow of non-personal data in the European Union obliges Member States to ensure that no unfounded location restrictions will be set on data. The aim of the Regulation is to remove any obstacles to free flow of data in the European Union. This makes the use of information more efficient and improves the functioning and transparency of the internal market.

1.10.2019 | The Ministry of Transport and Communications received a report it had requested on the practices relating to the planning, provision and maintenance of electronic services of the Finnish Transport Safety Agency, Trafi. The request relates to the problems identified in December 2018 in the Agency's online services.              

28.5.2019 | The Ministry of Transport and Communications has received the report it requested from the Finnish Transport and Communications Agency regarding the practices related to the design, production and maintenance of the Agency's online services. The request is related to the problems that were detected in the online services of the Finnish Transport Safety Agency (Trafi) in December 2018.

28.3.2024 | The Ministry of Transport and Communications requests comments on a draft government proposal for amending certain provisions on data in the Act on Transport Services. The proposal concerns individual amendments that are needed, for example, due to EU regulation. The deadline for submitting comments is 19 May 2024.

26.4.2018 | The Act on Transport Services will bring together legislation on transport markets.  The aim of the legislative reform is to provide the users with better transport services and to increase freedom of choice in the transport market. The Act will allow the provision of new type of smooth travel chains consisting of different transport modes.

19.10.2017 | The Act on Transport Services brings together transport market legislation and creates the preconditions for digitalisation of transport and new business models. In the first stage, provisions on road transport were brought together under the Act on Transport Services. Provisions on air, maritime and rail transport markets and on the qualifications of transport personnel are added in the second stage.

19.10.2021 | The Marine Safety Committee of the International Maritime Organization (IMO) has decided to promote autonomous shipping. It proposes the launching of preparations for regulations enabling autonomous maritime systems. Finland played an active role in the preparation of the decision.
