The Ministry of Transport and Communications requests views on a draft government proposal to amend the Act on the Transport System and Highways, the Rail Transport Act and certain related acts. The aim is to improve the security and reliability of the transport network and to streamline the processes of planning and implementing the transport infrastructure. The deadline for submitting views is 23 August 2026.

21.8.2025 | On 21 August 2025, the Government submitted to Parliament its proposal for legislation supplementing the EU Gigabit Infrastructure Act. The aim of the Gigabit Infrastructure Act is to speed up the construction of very high capacity networks. It is the aim of the European Union that, by 2030, all EU households be covered by a gigabit network.

2.10.2025 | The Government submitted to Parliament on 2 October 2025 a legislative proposal on cross-border taxi services between Finland and Norway. In Finland, the proposal implements the agreement on international taxi transport services between the two countries.

18.3.2025 | The Ministry of Transport and Communications requests comments on the draft proposal for a new act on facilitating the introduction of very high capacity networks. Comments may be submitted until 29 April 2025.

17.6.2025 | On 17 June 2025, the Ministry of Transport and Communications published the national 6G roadmap to promote sixth-generation communications technologies. The roadmap sets milestones for the development and implementation of next-generation mobile communication technologies in the 2030s.

30.4.2025 | The Ministry of Transport and Communications requests comments on the draft government proposal for national implementation of the agreement between Finland and Norway on international taxi transport services. Opinions may be submitted until 21 May 2025.

13.3.2025 | On 13 March 2025, Finland’s Minister of Transport and Communications Lulu Ranne and Norway’s Minister of Transport Jon-Ivar Nygård signed an agreement in Oslo, Norway, on taxi transport services between the Republic of Finland and the Kingdom of Norway. The agreement permits taxi transport services between Finland and Norway.

To improve the situation, the Government is proposing amendments to the new Road Traffic Act, which will enter into force on 1 June 2020.

12.9.2024 | In April 2024, the European Union issued a Regulation on measures to reduce the cost of deploying gigabit electronic communications networks. On 11 September 2024, the Ministry of Transport and Communications decided to launch a project to start preparing the necessary legislative amendments.

On 9 June 2026, in connection with the EU Transport Council meeting, Finland joined a Joint Declaration of Intent by Member States regarding large-scale cross-border testbeds for autonomous vehicles. The aim is to promote the testing of automated driving systems in the EU.

While supporting the objectives of the proposal, the Government stresses that Member States should have adequate leeway.

The modifications would facilitate easier remote participation in the meetings of road maintenance associations. In addition, the validity period of personal pilotage permits could be extended during the Covid-19 pandemic, and new personal permits could be granted on terms that differ from those applied under normal conditions.

On 28 January 2026, the Ministry of Transport and Communications published an interim review of the project on security and new economic growth from communication networks, known as the TUUTTI project. The review outlines the project’s progress and presents the key findings to date.

20.1.2022 | On 20 January 2022, the Saimaa Canal Commission granted a permit to the Finnish Transport Infrastructure Agency for construction in the Saimaa Canal lease area. The Commission, which coordinates the positions of the Finnish authorities, considers that the development projects of the Saimaa Canal meet the obligations of the Saimaa Canal lease agreement. The projects are needed to develop the Canal and organise its vessel traffic.
