Assessment programme for the National Transport System Plan circulated for comments

The process of updating the National Transport System Plan has started in accordance with the Government Programme. The Ministry of Transport and Communications has sent an assessment programme for the Plan for comments.

The National Transport System Plan, Transport 12 Plan, provides strategic outlines for the development of the transport system. It ensures that the entire system will be developed on a long-term basis. The Plan covers the whole of Finland, passenger and goods transport, all modes of transport as well as infrastructure, transport services and data. 

It will be prepared in interaction with stakeholders, and the preparation will be supported by a parliamentary working group.

Impact assessment is an integral part of the planning process. Its aim is to promote knowledgebased planning and decision-making and it is used for describing the impacts of the measures and for making the planning solutions more transparent.

It is an ex ante evaluation that provides information on the likely economic, social and environmental impacts to support planning. The assessment is used for describing the impacts of the measures and for making the planning solutions more transparent. 

The assessment programme now circulated for comments includes a description of the basis for the Plan and the environmental report, of the preparation process, the interaction and the impacts to be assessed.

The Plan has been prepared on the basis of the Act on the Transport System and Highways.

The deadline for submitting comments is 15 October 2023.
