16.4.2025 | On 16 April 2025, the Government submitted a proposal to Parliament to amend the Act on the Finnish Broadcasting Company (Yle). The proposed amendments will implement the legislative changes outlined by the parliamentary working group on Yle. The proposal also incorporates the criteria and procedures for the appointment and dismissal of managers of public service media required by the European Media Freedom Act (EMFA).

27.6.2025 | On 27 June 2025, the President of the Republic approved amendments to the Act on the Finnish Broadcasting Company Yle. The amendments will implement the legislative changes outlined by the parliamentary working group on Yle. They also incorporate the criteria and procedures for the appointment and dismissal of the management of public service media providers required by the European Media Freedom Act (EMFA). The legislative amendments will enter into force on 8 August 2025.

12.9.2024 | A parliamentary working group tasked with assessing the public service duties and funding of the Finnish Broadcasting Company (YLE) published its report on 12 September 2024. The working group proposed cuts to YLE's funding and amendments to Act on the Finnish Broadcasting Company concerning transparency and security of supply.

5.11.2025 | The Ministry of Transport and Communications requests comments on the draft spectrum decree and the draft call for applications on network licences for terrestrial television. Statements on the draft spectrum decree can be submitted until 26 November 2025 and on the draft call for applications on network licences for terrestrial television until 10 December 2025.

16.8.2024 | The Ministry of Transport and Communications has launched a legislative project to amend the Act on the Finnish Broadcasting Company, Yle.

27.6.2025 | On 27 June 2025, the President of the Republic approved an Act on legislation complementing the European Media Freedom Act, EMFA. The Act will enter into force on 8 August 2025. The EMFA aims to safeguard the pluralism and independence of media services in the EU and reinforce the common rules for the functioning of the internal market for media services.

16.4.2025 | The Ministry of Transport and Communications has launched preparations for a new period of network and programming licences for terrestrial television. The new licence period should start on 11 January 2027.

4.9.2025 | The Ministry of Transport and Communications has launched a project to prepare a study on how the prominence of domestic media services could be improved in line with the Audiovisual Media Services Directive.

15.5.2025 | On 15 May 2025, the Government granted advance approval of the change in effective control of MTV Oy. The Government will not cancel the programme licences of MTV Oy for television broadcasting despite a change in the effective control of the company.

15.9.2023 | On 12 September 2023, the state of Finland replied to the European Commission regarding the complaint against the Finnish Broadcasting Company, YLE, pursued by Sanoma Media Finland Ltd. Finland has requested a permission from the Commission to publish the reply. Due to EU legislation, correspondence with the Commission is, as a rule, confidential.

16.4.2025 | On 16 April 2025, the Government submitted to Parliament a proposal on legislation complementing the European Media Freedom Act, EMFA. The Act aims to safeguard the pluralism and independence of media services in the EU and reinforce the common rules for the functioning of the internal market for media services.

19.12.2024 | The President of the Republic approved the amendment to the Act on the State Television and Radio Fund on 29 December 2024. It is to enter into force on 1 January 2025. The amendment will freeze the annual index increases to funding of the Finnish Broadcasting Company, YLE. The amendment implements the policies of the parliamentary YLE working group.

10.3.2022 | The Government proposes that the President of the Republic approve the amendment to the Act on the Finnish Broadcasting Company and that the date of its entry into force be 1 August 2022. The Act on the Finnish Broadcasting Company, YLE, is to be amended so that the text-based online content published by YLE would be more closely linked to its audio or video content broadcasts.
