Secure and reliable communications networks are the foundation of functionality of society, security of supply, investments and growth of the data economy. The efficiency of communications networks affects people’s daily lives, the operating environment of businesses and the ability of authorities to carry out their duties also during disruptions.

24.4.2026 | The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) will meet in London from 27 April to 1 May 2026. IMO Member States are expected to decide the next steps in negotiations on reducing greenhouse gas emissions from shipping. Other topics to be discussed include specifications to the rules on the carbon intensity and energy efficiency of vessels, the regulation of ballast water and guidance on reducing underwater noise.

17.12.2025 | On 16 December 2025, the European Commission published the Automotive Package to promote the automotive industry’s competitiveness and support the transition to clean vehicles. The package includes several legislative proposals.

22.5.2025 | On 20 May 2025, the European Commission published a delegated regulation that creates a separate vehicle sub-group for extra-heavy combination lorries to the EU’s CO2 emission performance standards regulation for the calculation of CO2 emission targets of vehicle manufacturers. Finland was active in influencing the process in advance to define extra-heavy combination lorries (EHC).

17.6.2025 | On 17 June 2025, the Ministry of Transport and Communications published the national 6G roadmap to promote sixth-generation communications technologies. The roadmap sets milestones for the development and implementation of next-generation mobile communication technologies in the 2030s.

4.4.2025 | The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) will meet in London on 7–11 April 2025. The objective of the Committee’s 83rd session is to agree on legally binding measures to reduce greenhouse gas emissions from shipping. The reduction targets have been agreed on in the IMO’s greenhouse gas strategy.

5.10.2022 | The central government will implement an extensive energy saving programme in its premises with the aim to help Finland overcome the current challenging energy situation. The Ministerial working group on developing the digital transformation, the data economy and public administration discussed the matter on 5 October. Minister of Local Government Sirpa Paatero fully took over as chair of the ministerial working group for the remainder of the government term.

17.3.2025 | The impacts of both climate change and biodiversity loss can be seen in the daily lives of most Finns. This is the conclusion to be made from the answers to the 2025 Climate and Nature Barometers. In municipal policy green investments are identified as sources of vitality, but opinions diverge with respect to their environmental impacts. Climate solutions are considered to boost Finland’s competitiveness.

21.9.2021 | The Slovenian Presidency of the Council of the EU will organise informal meetings of energy and transport ministers in Kranj on 22–23 September 2021. At the meeting of energy ministers, Finland will be represented by Minister of Economic Affairs Mika Lintilä and Minister of Transport and Communications Timo Harakka at the meeting of transport ministers.

The topics of the discussion were the challenges and opportunities presented to the energy system by the increased use of alternative sources of power in transport.

22.1.2024 | The European Member States, Parliament and the Commission have reached a provisional agreement on a regulation on CO2 emission standards for heavy-duty vehicles (HDVs). The emissions reduction targets for new heavy-duty vehicles will gradually tighten and the scope of application of the regulation will widen. The accord was achieved in tripartite negotiations on 18 January 2024.

30.9.2024 | The Marine Environment Protection Committee of the International Maritime Organization convenes in London from 30 September to 4 October 2024. The 82nd session of the Committee continues the negotiations on global actions to reduce greenhouse gas emissions from shipping. The topics include the package of a possible fuel standard and a price for carbon emissions. Permanent Secretary of the Ministry of Transport and Communications Minna Kivimäki attends the session on 30 September–2 October 2024.

16.10.2023 | The EU ministers responsible for the environment and climate change issues will meet in Luxembourg on 16 October to discuss the EU’s objectives for the negotiations at the UN Climate Change Conference to be held in Dubai. The conclusions to be adopted by the Environment Council will constitute the EU’s objective for the Climate Change Conference. Finland’s representative at the Environment Council will be Minister of Climate and the Environment Kai Mykkänen.

15.3.2024 | The International Maritime Organization Marine Environment Protection Committee convenes in London on 18–22 March 2024. The committee’s 81st session will discuss global action to reduce greenhouse gas emissions from shipping.

17.10.2023 | At the Environment Council meeting on 16 October 2023, the Member States of the European Union adopted a general approach on CO2 emissions restrictions for new heavy-duty vehicles.

4.7.2024 | The Government proposes that the President of the Republic approve the new Act on the Distribution of Alternative Fuels for Transport and that the Act enter into force on 15 July 2024.

7.10.2024 | The Marine Environment Protection Committee of the International Maritime Organization (IMO) met in London between 30 September and 4 October 2024. The 82nd session of the Committee continued negotiations on global measures to reduce greenhouse gas emissions from marine transport. Permanent Secretary of the Ministry of Transport and Communications Minna Kivimäki attended the session on 30 September–2 October 2024.
