Public consultation begins on amendments to convention on seafarer certification

The Ministry of Transport and Communications requests comments on the national adoption of convention amendments adopted by the Maritime Safety Committee of the International Maritime Organization (IMO). The amendments concern the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW). The deadline for submitting comments is 19 April 2024.

At its 107th session in June 2023, the IMO Maritime Safety Committee (MSC) adopted two resolutions amending the STCW Convention and the related STCW Code. The Convention establishes requirements on training, certification and watchkeeping for seafarers. The resolutions enable the introduction of electronic certificates of competency for seafarers.

Next steps 

The deadline for submitting comments is 19 April 2024. All organisations and private individuals may submit comments online at www.lausuntopalvelu.fi. After the consultation round, the amendments are to be proposed to the Government for adoption.
