The Ministry of Transport and Communications requests comments on the draft government proposal that includes amendments to the taxi regulation in the Act on Transport Services and certain other acts. The deadline for submitting comments is 6 June 2025. The legislative amendments should enter into force in stages from 1 January 2026 onwards.

On 26 February 2026, the Government submitted to Parliament a legislative proposal to amend taxi regulation. The changes would be made to the Act on Transport Services and certain other acts.

The Ministry of Transport and Communications requested comments on a draft government proposal to amend the taxi regulation. Over 150 responses were submitted between 24 April and 6 June 2025. The Ministry published a summary of the comments on 11 September 2025.

On 3 October 2024, the Ministry of Transport and Communications has set forth a regulation project to change the taxi service regulation in the Act on Transport Services. The government proposal is due to be submitted to Parliament during the autumn session of 2025.

The Ministry of Transport and Communications is finalising the government proposal to amend taxi regulation. Next, the proposal will be reviewed by the Finnish Council of Regulatory Impact Analysis, translated and submitted to legislative editing. The aim is to submit the government proposal to Parliament in spring 2026.

14.12.2023 | The Ministry of Transport and Communications started to prepare measures to correct the shortcomings of the taxi industry and to increase trust in the entire sector last summer. At the moment, the ministry is preparing a background report and determining what needs amendment in the act as part of the preliminary preparation of the legislative project.

12.2.2024 | The Ministry of Transport and Communications already began preparing measures to rectify anomalies and increase confidence in the entire taxi sector in summer 2023. The ministry will circulate a memorandum in May calling for opinions on measures to reform regulations.

9.4.2025 | The Ministry of Transport and Communications has set up a legislative project to bring into force nationally the agreement on taxi transport services between the Republic of Finland and the Kingdom of Norway.

30.4.2025 | The Ministry of Transport and Communications requests comments on the draft government proposal for national implementation of the agreement between Finland and Norway on international taxi transport services. Opinions may be submitted until 21 May 2025.

13.3.2025 | On 13 March 2025, Finland’s Minister of Transport and Communications Lulu Ranne and Norway’s Minister of Transport Jon-Ivar Nygård signed an agreement in Oslo, Norway, on taxi transport services between the Republic of Finland and the Kingdom of Norway. The agreement permits taxi transport services between Finland and Norway.

24.5.2024 | The Ministry of Transport and Communications requests comments on a memorandum assessing necessary changes to the legislation on taxi operations to rectify the shortcomings. Comments on the memorandum can be submitted until 21 June 2024.

31.10.2024 | On 31 October 2024, the Government issued a decree bringing into force the amendments to an agreement on taxi transport services across the Finnish-Swedish border. The government decree will also bring the agreement into force.

Kommunikationsministeriet ber om utlåtanden om ett utkast till regeringsproposition som innehåller ändringar i taxibestämmelserna i lagen om transportservice och i vissa andra lagar.
