Amendments to agreement on taxi services across Finnish-Swedish border to enter into force

On 31 October 2024, the Government issued a decree bringing into force the amendments to an agreement on taxi transport services across the Finnish-Swedish border. The government decree will also bring the agreement into force.

The taxi transport agreement between Finland and Sweden has been amended in order to align it with the Finnish legislation. The agreement concerns taxi transport services across the Finnish-Swedish border. The amendments are mainly technical in nature.  

The most important amendments concern the competent authorities defined in the agreement and the documents to be carried when providing taxi transport services under the agreement. The act bringing the agreement into force and applying it has been amended so that it does not conflict with the taxi regulations of the Finnish Act on Transport Services.

Another key amendment concerns the administrative sanctions and penal provisions. The provisions have been amended to bring them into line with the national legislation. For example, minor offences have been removed from the criminal justice system and included in the scope of administrative sanctions.

The amendments became necessary when the Finnish Act on Transport Services, which entered into force on 1 July 2018, changed the national regulations on taxi transport services by easing the obligations imposed on such transport.

What’s next?

The amendments to the agreement on taxi transport services across the Finnish-Swedish border and the amendments to the act bringing into force and applying the agreement will enter into force on 9 November 2024.
