The Ministry of Transport and Communications invites comments on a draft government proposal concerning the implementation of the Non-Road Mobile Machinery and Euro 7 Regulations. The proposal also introduces amendments to certain national provisions. Comments may be submitted until 10 June 2026.

27.8.2026 | On 27 August 2026, the Government submitted to Parliament a proposal to supplement the national implementation of the EU framework Regulation on non-road mobile machinery and the Euro 7 Regulation. The Regulations are related to vehicle approval, market surveillance and environmental requirements. At the same time, certain other national provisions would be laid down to amend the vehicle legislation.

23.7.2020 | On 23 July 2020, the Government submitted a letter to Parliament regarding the proposal of the European Commission to monitor the actual fuel or energy consumption data of passenger cars and light commercial vehicles.

27.2.2018 | The reform of the vehicle inspection system has reached its second stage where amendments are suggested to the regulation on authorisations to carry out inspections. Comments are requested by the Ministry of Transport and Communications on a draft bill concerning the reform. The deadline for comments is 30 March 2018.

In future, the licences for conducting inspections will be operator-specific and one licence will authorise to carry out all types of inspections for all vehicle categories. At the same time, the operator's obligation to carry out all types of inspections referred to in the licence will be abolished.

23.8.2012 | The European Commission has issued a proposal that includes tightening to the periodical vehicle inspections and roadside inspections in the EU area. In addition to improving traffic safety and reducing environmental impacts, the goal is to standardise the inspection procedures and standards in different member states. According to assessments, technical faults in vehicles are a major cause of accidents in the EU area.

26.9.2019 | On 26 September 2019, the Government submitted a proposal to Parliament that the entry into force of the acts on lightweight vehicles be postponed by one year till 1 November 2020.  The aim is to find out within the year whether Finnish legislation on lightweight vehicles could be amended to follow the European Union legislation.

26.10.2017 | The Government proposes a fixed-term act on scrapping incentive scheme for passenger cars and support for purchasing electric cars or converting gas and ethanol cars. According to the proposal a private person could be provided compensation through the scrapping incentive or acquisition support for acquiring a new, lower-emission car or for converting an old car into a gas or ethanol-powered vehicle.
