Government sets out its positions on EU Passenger Package - Ministry of Transport and Communications
On 9 July 2026, the Government submitted a Union communication to Parliament concerning the European Commission’s proposals for a Passenger Package. 11.2.2026 | VR-Group Plc and Suomen Ostoliikennekalusto Oy announced today that they have signed an asset purchase agreement concerning the rolling stock used in passenger rail services funded by the government. 13.11.2025 | The Government proposes that the President of the Republic approve amendments to the Act on Transport Services on 14 November 2025. These legislative amendments give municipalities and joint municipal and other regional authorities the option to arrange passenger rail services in their respective areas. 12.6.2025 | On 12 June 2025, the Government submitted a proposal to Parliament to amend the Act on Transport Services. The proposal would grant municipalities, joint municipal and other regional authorities the possibility to arrange passenger train services in their regions. The Ministry of Transport and Communications requested comments on a draft government proposal to amend the taxi regulation. Over 150 responses were submitted between 24 April and 6 June 2025. 16.6.2025 | On 16 June 2025, the Ministerial Committee on Economic Policy decided that the central government would continue its preparations for the competitive tendering of publicly funded passenger rail services. On 25 June 2026, the Government submitted a proposal to amend taxi legislation for approval. The aim is to increase trust in the taxi services sector. The Ministry of Transport and Communications is finalising the government proposal to amend taxi regulation. Next, the proposal will be reviewed by the Finnish Council of Regulatory Impact Analysis, translated and submitted to legislative editing. On 17 July 2026, the European Commission gave a proposal to amend the EU Emissions Trading Directive. According to the proposal, the scope of emissions trading in both aviation and maritime transport would expand. The reform is based on the EU’s decision on the 2040 climate target. The Ministry of Transport and Communications requests comments on the draft government proposal that includes amendments to the taxi regulation in the Act on Transport Services and certain other acts. The deadline for submitting comments is 6 June 2025.
