23.4.2026 | On 23 April 2026, the Government submitted amendments to the Act on Electronic Communication Services for approval. The amendments apply to equipment that interfere with radio communications, so-called jammers. The act is scheduled to enter into force on 1 July 2026.

19.2.2026 | On 19 February 2026, the Finnish Government submitted a legislative proposal to Parliament on amending the legislation on devices intended for deliberate radio interference, also known as jammers. The amendments would be made to the Act on Electronic Communications Services.

25.9.2025 | The Ministry of Transport and Communications is inviting comments on a draft government proposal for amending the legislation on devices known as jammers intended for interfering with radio communications. The amendments would be made to the Act on Electronic Communications Services. Comments may be submitted until 29 October 2025.

16.1.2025 | On 15 January 2025, the Ministry of Transport and Communications launched a legislative project to amend the legislation on equipment used to deliberately interfere with radio frequencies.

29.5.2026 | The Ministry of Transport and Communications will discontinue the preparation of a government proposal concerning information on the location of underground network infrastructure. This decision was made because a number of challenges came to light during the preparation of the government proposal. 

21.4.2026 | The Ministry of Transport and Communications requested comments on a draft government proposal for an act on location information for underground network infrastructure. The consultation period ran from 29 January to 12 March 2026. On 21 April 2026, the Ministry published a summary of the 58 comments received.

10.4.2025 | On 9 April, the Ministry of Transport and Communications launched a legislative project to prepare amendments to the act on facilitating the introduction of very high capacity networks. The legislative amendments will enable the Finnish Transport and Communications Agency Traficom to implement a system for responding to and monitoring location study requests.

10.1.2025 | The Ministry of Transport and Communications is requesting opinions on an assessment memorandum regarding regulatory and implementation options for a system to respond to location study requests. Opinions may be submitted until 24 January 2025.

11.10.2024 | Minister of Transport, Communications and the Interior Lulu Ranne has called for the Finnish Transport and Communications Agency Traficom to interrupt the process to introduce the location data service prepared by Traficom.

1.6.2026 | The 2026 National Cyber Security Exercise for state administration organizations was held from 25 to 29 May. In the exercise, the aim was to influence citizen services through cyber-attacks using real-world threat actor tactics and techniques.

28.4.2026 | The Ministry of Transport and Communications has set up a project to prepare an assessment memorandum on national extensions to the Directive on Privacy and Electronic Communications. The review will focus especially on national data protection regulation concerning corporate subscribers.

28.5.2026 | On 28 May 2026, the Government proposed the approval of the national provisions supplementing the European Union’s Cyber Resilience Act (CRA). The legislation will enter into force on 1 June 2026, with transitional periods aligned with those of the CRA during 2026–2027. The aim of the CRA is to improve the cybersecurity of products.

7.5.2026 | On 7 May 2026, the Government submitted for approval amendments to the Act on Transport Services, the Driving Licence Act, the Act on the Organisation of Driver Examinations and the Act on the Enforcement of a Fine. The amendments aim to improve the operating conditions for the transport sector. Most of the acts and the amended decree will enter into force on 15 May 2026.

27.3.2026 | The Ministry of Transport and Communications and the Ministry of Finance have completed a joint outlook review of the current state of transport taxation and financing, and options for reform. The review report is the first part of the Government’s comprehensive reform of transport taxation and financing set out in the Programme of Prime Minister Petteri Orpo’s Government.

26.1.2026 | On 26 January 2026, Finland and 13 other European countries published a letter to the International Maritime Community on the safety and security risks caused by Global Navigation Satellite System (GNSS) interference. The signatories of the letter include the coastal states of the Baltic Sea and the North Sea: Finland, Belgium, Denmark, Estonia, France, Germany, Latvia, Lithuania, the Netherlands, Norway, Poland, Sweden and the United Kingdom as well as Iceland.

16.12.2025 | At the Energy Council meeting on 15 December 2025, Member States of the European Union adopted a partial general approach on the proposed regulation establishing Connecting Europe Facility for 2028–2034. Finland is in favour of the regulation’s emphasis on military mobility.
