5.10.2023 | On 5 October 2023, the Government submitted a proposal to Parliament for an act amending the Act on Fixed-Term Subsidies for Purchasing and Converting Vehicles to Use Alternative Fuels or Propulsion Systems.

On 16 December 2025, the European Commission published the Automotive Package to promote the automotive industry’s competitiveness and support the transition to clean vehicles. The package includes several legislative proposals.

On 12 February 2026, the Government submitted three communications concerning proposals included in the European Commission’s Automotive Package to Parliament. On 30 January 2026, the Government also submitted a Europe communication regarding the Commission’s proposal to amend the EU Regulation on the CO2 emissions standards for heavy-duty vehicles.

15.7.2022 | It is proposed that the Act on Fixed-Term Subsidies for Purchasing and Converting Vehicles to Use Alternative Fuels or Propulsion Systems, or the Purchase and Conversion Subsidies Act, be amended. The Ministry of Transport and Communications requests comments on a draft for a government proposal.

The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. In addition, the project promotes the use of vehicles powered by alternative fuels with a total mass not exceeding 4,250 kg in goods transport.

12.5.2021 | The Ministry of Transport and Communications is launching a law‑drafting project to prepare purchase subsidies for electric and gas‑operated vehicles. The aim is to renew the vehicle stock, which will reduce greenhouse gas emissions from transport. New subsidies would include support for buying electric and gas‑operated vans and electric heavy‑duty vehicles.

On 5 March 2026, the Government submitted to Parliament a proposal to amend the Act on Transport Services, Driving Licence Act, Act on the Organisation of Driver Examinations and Act on the Enforcement of a Fine.

28.5.2025 | On 28 May 2025, the Finnish Government submitted a Union communication to Parliament regarding the European Commission’s proposal for the so-called Roadworthiness Package. In principle, the Government supports the proposal’s aim to promote road safety and reduce the negative environmental impacts of transport.

27.6.2024 | The Government proposes that the President of the Republic approve the amendments to the Act on Fixed-Term Subsidies for Purchasing and Converting Vehicles to Use Alternative Fuels or Propulsion Systems. 

7.2.2024 | The Ministry of Transport and Communications will start preparing a government proposal to amend the Act on Fixed-Term Subsidies for the Purchase of Vehicles Powered by Alternative Fuels. 

8.5.2024 | On 8 May 2024, the Government submitted a legislative proposal to Parliament on amending the Act on Fixed-Term Subsidies for the Purchase of Vehicles Powered by Alternative Fuels.

14.12.2023 | The Government proposes that the President of the Republic approve the act amending the Act on Fixed-Term Subsidies for Purchasing and Converting Vehicles to Use Alternative Fuels or Propulsion Systems.

30.10.2023 | The European Commission is preparing a draft Implementing Regulation on considering the emission standards for cars and light-duty commercial vehicles running on carbon neutral fuels in the type approvals. The Ministry of Transport and Communications informed Parliament of the upcoming initiative on 27 October 2023.

13.11.2024 | On 13 November 2024, the Ministry of Transport and Communications published the national programme on the distribution infrastructure for alternative fuels. The programme, which was drawn up in broad-based cooperation with stakeholders, facilitates the implementation of EU regulation.

11.6.2024 | The Ministry of Transport and Communications requests statements on the draft national programme on alternative transport fuels distribution infrastructure. Comments can be submitted until 8 September 2024.

8.12.2022 | On 8 December 2022, the Government proposed that the President of the Republic approve the amendments, which have been passed by Parliament, to the Act on Purchase and Conversion Subsidies for Low-emission Vehicles. The President of the Republic is to approve the bill on 9 December 2022.

20.12.2022 | On 20 December 2022, the Government submitted to Parliament a Union communication regarding the Commission's proposal on the so-called Euro 7 emission standards. The emissions standards apply to vehicle emissions such as carbon monoxide, hydrocarbons, particles and nitrogen oxides, which are detrimental to health. The proposal is aimed at reducing the air pollution caused by new motor vehicles sold in the EU. The Government is mainly in favour of the proposal.
