The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. Finland has been awarded EUR 462,000 in EU funding to advance road safety under a European Commission call launched in late 2025. On 9 June 2026, in connection with the EU Transport Council meeting, Finland joined a Joint Declaration of Intent by Member States regarding large-scale cross-border testbeds for autonomous vehicles. 3.10.2025 | On 3 October 2025, the President of the Republic approved an amendment to the international agreement on European roads (AGR) by which European route 16, E16, can be extended to the Finnish side. 11.3.2026 | Finland’s Ministry of Transport and Communications published a Joint Nordic Strategy for Transport System Preparedness on 11 March 2026. The strategy was handed over to the Nordic transport ministers in Rovaniemi where the ministers also issued a joint statement. 27.11.2025 | On 27 November 2025, the Government proposed approval of a fixed-term act on scrapping premiums for passenger cars. The act will enter into force on 1 January 2026.
