The report examines the concepts guiding the classification, the practical application of the concepts and the challenges in defining and changing the categories. The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. 7.5.2026 | On 7 May 2026, the Government submitted for approval amendments to the Act on Transport Services, the Driving Licence Act, the Act on the Organisation of Driver Examinations and the Act on the Enforcement of a Fine. The amendments aim to improve the operating conditions for the transport sector. Finland’s Ministry of Transport and Communications published a Joint Nordic Strategy for Transport System Preparedness on 11 March 2026. The strategy was handed over to the Nordic transport ministers in Rovaniemi where the ministers also issued a joint statement. 19.6.2024 | Finland has won the European Transport Safety Council’s (ETSC) Road Safety Prize for 2024. The prize was awarded for the long-term and effective road safety work and the comprehensive strategy and measures to improve the safety of all road users. The Act will place obligations on municipalities and the State to ensure a certain share of zero- and low-emission vehicles in public procurement processes.
