The Government submitted a legislative proposal for the national implementation of the European Union’s new Cyber Resilience Act (CRA) to Parliament on 27 November 2025.

The Cyber Resilience Act (CRA) was published in the Official Journal of the European Union on 20 November 2024. The CRA sets minimum cyber security requirements for products and software that can be connected to the internet or to other devices. A project preparing national legislation to complement the Act is underway at the Ministry of Transport and Communications.

On 28 May 2026, the Government proposed the approval of the national provisions supplementing the European Union’s Cyber Resilience Act (CRA). The legislation will enter into force on 1 June 2026, with transitional periods aligned with those of the CRA during 2026–2027. The aim of the CRA is to improve the cybersecurity of products.

A total of approximately EUR 17.6 million in funding from the European Commission’s Connecting Europe Facility (CEF) is being sought for Finnish-led projects. In addition, approximately EUR 8.6 million in funding is being sought for Swedish-led projects that involve Finnish operators. The Ministerial Finance Committee decided in favour of the applications on 25 June 2026.

The Ministry of Transport and Communications has launched the TUUTTI project for security and growth through communications networks. This project will formulate national policies for developing a secure communications network infrastructure fostering sustainable growth and competitiveness through digitalisation until 2037.

Secure and reliable communications networks are the foundation of functionality of society, security of supply, investments and growth of the data economy. The efficiency of communications networks affects people’s daily lives, the operating environment of businesses and the ability of authorities to carry out their duties also during disruptions.

On 28 January 2026, the Ministry of Transport and Communications published an interim review of the project on security and new economic growth from communication networks, known as the TUUTTI project. The review outlines the project’s progress and presents the key findings to date.

3.3.2026 | Finland has joined the Global Coalition on Telecommunications (GCOT) in connection with the Barcelona Mobile World Congress. The congress also saw the release of the GCOT’s principles for security and resilience in 6G, which Finland supports.

8.4.2026 | Minister of Transport and Communications Lulu Ranne and Minister of Economic Affairs Sakari Puisto hosted a roundtable discussion on the competitiveness and security of Finland’s ports on 7 April 2026.

11.3.2026 | Finland’s Ministry of Transport and Communications published a Joint Nordic Strategy for Transport System Preparedness on 11 March 2026. The strategy was handed over to the Nordic transport ministers in Rovaniemi where the ministers also issued a joint statement. As part of their meeting, the ministers will also visit the multinational Cold Response 26 military exercise in Lapland on 12 March 2026.

1.4.2026 | The Government submitted its communication to Parliament on 1 April 2026 regarding the European Commission’s proposal for a Digital Networks Act (DNA). The Government supports the proposal’s aims to modernise and simplify regulation.

23.1.2026 | The European Commission presented proposals on 20 and 21 January 2026 for new cybersecurity regulation and the Digital Networks Act (DNA). The cybersecurity package includes a proposal to revise the Cybersecurity Act and to amend the cybersecurity regulation known as the Network and Information Systems Directive (NIS2 Directive).

27.6.2025 | The President of the Republic approved the amendments to the Cybersecurity Act on 27 June 2025. They complement the national implementation of the Directive on the resilience of critical entities (CER) and the Directive on measures for a high common level of cybersecurity across the Union (NIS 2). The amendments will enter into force on 1 July 2025.
