The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. In addition, the project promotes the use of vehicles powered by alternative fuels with a total mass not exceeding 4,250 kg in goods transport.

22.1.2024 | The European Member States, Parliament and the Commission have reached a provisional agreement on a regulation on CO2 emission standards for heavy-duty vehicles (HDVs). The emissions reduction targets for new heavy-duty vehicles will gradually tighten and the scope of application of the regulation will widen. The accord was achieved in tripartite negotiations on 18 January 2024.

On 30 January 2026, the Government also submitted a Europe communication regarding the Commission’s proposal to amend the EU Regulation on the CO2 emissions standards for heavy-duty vehicles.

The report assessed how the legislative proposals included in the package would affect the fuel costs of road transport in Finland by 2030. The report is part of the preparations for the national processing of the Fit for 55 package.

22.5.2025 | On 20 May 2025, the European Commission published a delegated regulation that creates a separate vehicle sub-group for extra-heavy combination lorries to the EU’s CO2 emission performance standards regulation for the calculation of CO2 emission targets of vehicle manufacturers. Finland was active in influencing the process in advance to define extra-heavy combination lorries (EHC).

9.7.2020 | The professional qualification requirements for lorry, bus and coach drivers set out in the Driving Licence Act and the Act on Transport Services have been updated to meet the requirements in EU legislation. The President of the Republic approved the amendments on 9 July 2020, and they entered into force on 13 July 2020.
