  1. The Ministry of Transport and Communications has launched a legislative project to improve the operating conditions for the transport sector. The aim of the project is to further specify the EU regulation concerning road cabotage and make the regulations easier to comply with and supervise. In addition, the project promotes the use of vehicles powered by alternative fuels with a total mass not exceeding 4,250 kg in goods transport.

On 7 May 2026, the Government submitted for approval amendments to the Act on Transport Services, the Driving Licence Act, the Act on the Organisation of Driver Examinations and the Act on the Enforcement of a Fine. The amendments aim to improve the operating conditions for the transport sector. Most of the acts and the amended decree will enter into force on 15 May 2026.

  4. 25.6.2026 | On 25 June 2026, the Government submitted a proposal to amend taxi legislation for approval. The aim is to increase trust in the taxi services sector. The amendments are due to come into force in stages, from 1 September 2026 and from 1 January 2027.

  14. 22.5.2025 | On 20 May 2025, the European Commission published a delegated regulation that creates a separate vehicle sub-group for extra-heavy combination lorries to the EU’s CO2 emission performance standards regulation for the calculation of CO2 emission targets of vehicle manufacturers. Finland was active in influencing the process in advance to define extra-heavy combination lorries (EHC).

  15. 3.4.2025 | The draft National Transport System Plan, or the draft Transport 12 Plan, and the related environmental report, were circulated for comments from 20 December 2024 to 5 March 2025. A total of 250 comments were received. Overall the update was largely considered appropriate in relation to the changes that have taken place in the operating environment.
