On 13 November 2024, the Ministry of Transport and Communications published the national programme on the distribution infrastructure for alternative fuels. The programme, which was drawn up in broad-based cooperation with stakeholders, facilitates the implementation of EU regulation.

On 5 March 2026, the Government submitted to Parliament a proposal to amend the Act on Transport Services, Driving Licence Act, Act on the Organisation of Driver Examinations and Act on the Enforcement of a Fine.

On 7 May 2026, the Government submitted for approval amendments to the Act on Transport Services, the Driving Licence Act, the Act on the Organisation of Driver Examinations and the Act on the Enforcement of a Fine. The amendments aim to improve the operating conditions for the transport sector. Most of the acts and the amended decree will enter into force on 15 May 2026.

The Ministry of Transport and Communications requests statements on the draft national programme on alternative transport fuels distribution infrastructure. Comments can be submitted until 8 September 2024.

12.2.2026 | On 12 February 2026, the Government submitted three communications concerning proposals included in the European Commission’s Automotive Package to Parliament. On 30 January 2026, the Government also submitted a Europe communication regarding the Commission’s proposal to amend the EU Regulation on the CO2 emissions standards for heavy-duty vehicles.

12.6.2025 | The Government proposed stricter legislation concerning micromobility on 12 June 2025. The amendments to the Road Traffic Act and the Vehicles Act would enter into force on 17 June 2025 and the amendments to the Act on Transport Services and the Act on the Transfer of Vehicles on 1 August 2025. The aim of the proposal is to improve the safety of electric scooters and other micromobility vehicles.

20.10.2022 | Finnish energy company St1 applies for EUR 4.38 million in financial support from the EU for building fast-charging infrastructure for electric vehicles. St1 applies for the funding together with the Swedish St1 Sverige AB. The joint project is coordinated by St1 Nordic.

12.9.2023 | EU funding for expanding the recharging network for electric cars has been granted to Tesla’s subsidiary in Finland, Roadster Finland Oy.  Funding was granted within the Transport Programme of the Connecting Europe Facility, CEF. 

24.9.2024 | The Ministry of Transport and Communications requests comments on the draft government proposal for legislation on micromobility to improve the safety of electric scooters and other micromobility vehicles. The deadline for submitting comments is 1 November 2024.

27.11.2025 | On 27 November 2025, the Government proposed approval of a fixed-term act on scrapping premiums for passenger cars. The act will enter into force on 1 January 2026. Applications for a scrapping premium may be submitted to the Transport and Communications Agency Traficom after the entry into force of the proposed act.

13.7.2023 | The Ministry of Transport and Communications requests comments on the draft government proposal for the Act on Fixed-Term Subsidies for Purchasing and Converting Vehicles to Use Alternative Fuels or Propulsion Systems (so-called Act on Purchase and Conversion Subsidies for Low-Emission Vehicles)

8.12.2022 | On 8 December 2022, the Government proposed that the President of the Republic approve the amendments, which have been passed by Parliament, to the Act on Purchase and Conversion Subsidies for Low-emission Vehicles. The President of the Republic is to approve the bill on 9 December 2022.

15.2.2023 | The European Commission proposes more ambitious carbon dioxide emission limits for new heavy-duty vehicles placed on the market in the EU. The Commission published its proposal for amending the Regulation on CO2 performance standards for heavy-duty vehicles on 14 February 2023. The Regulation will lead the industry towards the manufacture and sale of zero-emission vehicles, i.e. fully electric and hydrogen vehicles.

8.12.2022 | On 8 December 2022, the Government proposed that the President of the Republic approve the amendments, which have been passed by Parliament, to the Act on Purchase and Conversion Subsidies for Low-emission Vehicles. The President of the Republic is to approve the bill on 9 December 2022.
