The Ministry of Transport and Communications requests comments on the draft proposal for a new act on facilitating the introduction of very high capacity networks. Comments may be submitted until 29 April 2025.

Finland’s Ministry of Transport and Communications published a Joint Nordic Strategy for Transport System Preparedness on 11 March 2026. The strategy was handed over to the Nordic transport ministers in Rovaniemi where the ministers also issued a joint statement. As part of their meeting, the ministers will also visit the multinational Cold Response 26 military exercise in Lapland on 12 March 2026.

On 21 August 2025, the Government submitted to Parliament its proposal for legislation supplementing the EU Gigabit Infrastructure Act. The aim of the Gigabit Infrastructure Act is to speed up the construction of very high capacity networks. It is the aim of the European Union that, by 2030, all EU households be covered by a gigabit network.

The Ministry of Transport and Communications requested comments on a draft government proposal for an act on location information for underground network infrastructure. The consultation period ran from 29 January to 12 March 2026. On 21 April 2026, the Ministry published a summary of the 58 comments received.

Prime Minister Petteri Orpo’s Government has agreed on the General Government Fiscal Plan for 2027–2030. The Government has agreed on significant transport investments across Finland. 

Finnish operators apply for a total of EUR 13.76 million in funding from the European Commission’s Connecting Europe Facility (CEF) for seven communications projects. In addition, four Swedish projects are partly placed in Finland. The Ministerial Finance Committee decided in favour of the applications on 30 January 2025.

On 9 April, the Ministry of Transport and Communications launched a legislative project to prepare amendments to the act on facilitating the introduction of very high capacity networks. The legislative amendments will enable the Finnish Transport and Communications Agency Traficom to implement a system for responding to and monitoring location study requests.

A round table discussion on port safety and security took place on 11 December 2025 at the invitation of Minister of Transport and Communications Lulu Ranne and Minister of the Interior Mari Rantanen. The meeting focussed on the security situation in Finnish ports and how they might be impacted by changes taking place in the operating environment.

Minister of Transport and Communications Lulu Ranne and Minister of Economic Affairs Sakari Puisto hosted a roundtable discussion on the competitiveness and security of Finland’s ports on 7 April 2026.

The Ministry of Transport and Communications is requesting opinions on an assessment memorandum regarding regulatory and implementation options for a system to respond to location study requests. Opinions may be submitted until 24 January 2025.

10.2.2025 | Municipalities and operators involved in Finland's critical infrastructure took part in the first national cyber exercise of the year at Jamk University of Applied Sciences between 3 and 7 February 2025. The exercise brought together cybersecurity, management and communications professionals especially from the north of Finland and Northern Ostrobothnia.

10.4.2025 | On 10 April 2025, the Government submitted a legislative proposal to Parliament on complementing the national implementation of the Directive on the resilience of critical entities (CER) and the Directive on measures for a high common level of cybersecurity across the Union (NIS 2).

18.12.2025 | The Government adopted the National Transport System Plan for 2026–2037 and submitted it in the form of a report to Parliament on 18 December 2025.

16.12.2025 | At the Energy Council meeting on 15 December 2025, Member States of the European Union adopted a partial general approach on the proposed regulation establishing Connecting Europe Facility for 2028–2034. Finland is in favour of the regulation’s emphasis on military mobility.

13.11.2025 | The Finnish Government submitted a communication to Parliament on 13 November 2025 regarding the European Commission’s proposal for a Regulation on the Connecting Europe Facility for the period 2028–2034. The Government welcomes the proposal and emphasises that funding should be more strongly directed towards strengthening defence and security, among other sectors. 

17.11.2025 | Minister of Transport and Communications Lulu Ranne will participate in the Summit on European Digital Sovereignty in Berlin on 18 November 2025. The meeting will be attended by policy-makers and representatives of businesses and academia.

16.10.2025 | The Ministry of Transport and Communications is preparing a long-term investment programme, based on the Government Programme, to renew Finland’s icebreaking fleet. In addition, Sanna Ruuskanen, Director of Unit at the Ministry of Transport and Communications, will be appointed as a new member of the Board of Directors of Arctia Ltd, Finland’s state-owned icebreaking company.
